- Notice of Intent to set aside as a sole source project: Award to Dr. Bainbridge of Berkeley, CA. Population Enhancement of Santa Cruz Tarplant, The goal of this project is to establish 2 subpopulations of Santa Cruz tarplant (Holocarpha macradenia) in suitable habitat directly adjacent to the existing population, including a soil seed bank, at Twin Lakes State Park (Santa Cruz County, California). The current population is small (<20 individuals), and adjacent to a dirt road such that some seeds disperse into the road and do not contribute to recruitment. In addition, the density of the seed bank is less than other populations, and small enough to put this population at risk. This species has specific germination requirements, and at most sites requires management of non-native species to maintain annual recruitment. The seeds produced from ray flowers of this species form a soil seed bank that contributes the long-term population persistence of this species. A seed bank buffers the population against extirpation if management does not occur regularly, and it maintains genetic diversity of the population. This project will use outplanting of greenhouse-grown seedlings, and experimental recruitment in the field from outplanted seed using prepared sites. Seed material exists from field collect of seed from previous outplantings (<10%), and multi-cohort greenhouse grown plants that have been carefully crossed to maximize genetic diversity of seed available for recovery efforts. This project will test the efficiency and demographic consequences of establishment from seedlings versus seeds and may be applied to other areas where recovery tasks are being implemented. Year I: In 2004-2005 another cohort of seeds and seedlings will be outplanted. ( In order to increase survivorship, plantings will be hand weeded and snails will be controlled by appropriate methods. Survivorship and reproductive output of outplantings will be monitored. In addition, a management treatment(s) (fire, biomass removal or scarification) will be implemented in 2004 that will trigger germination from the soil seed bank established from a previous years planting, to increase the soil seed bank, and the soil seed bank density will be estimated to determine overall success of the project. Germination and survivorship will be monitored. Demographic and other parameters (e.g, germination, seedling survival, pollinator visitation, and reproductive output) of the resulting population will be compared to larger populations. Year 2: In 2005-2006, another cohort will be outplanted, and an area of a previous years outplanting will be managed to trigger germination as described for year I. Target Species: Santa Cruz tarplant (Holocarpha macradenia); listed federally threatened in 2000. Recovery Plan: There is no recovery plan for this species. However, because Santa Cruz tarplant has been a State-listed endangered plant since 1979, we have participated in interagency recovery workshops for the tarplant and have recently designated critical habitat, we have already formulated our concepts for recovery actions.
