Description
Request for Proposal: The Chesapeake and Ohio Canal National Historical Park (C & O) is in the budgeting phase of replacing a canal boat used at the Great Falls Visitor Center. The new canal boat will be mule drawn with passenger seating for approximately 90 people. The boat will used for living history demonstrations in the watered sections of the C & O Canal. These demonstrations including taking the canal boat through a stone lock which exposes the exterior of the boat to impacts during the lock-through operation. C & O Canal has two canal boats one operation and one non-operational. The operational boat is used at the park's Georgetown Visitor Center. It is wood and fiberglass construction. The non-operational boat is a 30 year old, ferro-cement vessel that was used for interpretive boat rides at the Great Falls Visitor Center until last spring. In addition to replacing the ferro-cement boat, the C & O Canal will be seeking funding for at least one more additional boat for the Cumberland Visitor Center when the re-watering of that section of the canal is complete. Proposal Requirements: The C & O Canal NHP is seeking proposals for naval architecture services. These services include: 1.A minimum of two consultation meetings: First, with park staff to discuss the requirements of the replacement canal boat; Second, to present a hull construction comparative analysis report* to determine the best hull type to pursue funding for. The comparative analysis report should include: *estimated construction cost, maintenance requirements, annual maintenance costs, and projected life cycle for various hull materials and cabin materials/configurations. Hull materials being considered are fiberglass, aluminum, wood, and steel. Cabin materials being considered are wood and fiberglass. 2.Preparation of the following cost estimates associated with the procurement of the replacement canal: " Cost estimate for design fees and preparation of construction documents by a Naval Architect. "Cost estimate for the construction for the basic hull of a canal boat in the material best suited for the park's needs. This will be determined during The consultation meeting after the presentation of the comparative analysis of hull materials. "Cost estimate for the fitting out of the basic hull design with two different passenger cabin configurations as shown in the enclosed images. Note: Estimates should also provide an estimated factor for yearly cost escalations for the next five years.
