Description
NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in Cincinnati, OH, with Dr. Rao Govindraju of Purdue University for a study on Watershed-Scale Evaluation of Best Management Practices (BMPs) and their role in Total Maximum Daily Loading (TMDL) development with respect to sediments and nutrients in the Black Creek watershed in Indiana. Specifically, Dr. Govindraju shall integrate BMPs with a calibrated Solid and Assessment (SWAT) model and develop a cost-effective selection and evaluation of the BMPs in the Black Creek watershed. This objective will be achieved through: 1) representation of Best Management Practices (BMPs) in SWAT model; 2) conducting uncertainty analysis to define TMDLs margin of safety; and 3) development of an optimization model to identify and evaluate the most cost-effective combination of BMPs to alleviate sediment and nutrients in the watershed. This notice is not a request for quotations. EPA market research indicates that Dr. Rao Govindraju of Purdue University is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. Dr. Govindaraju has spent over a year's time and effort in collecting and assimilating the data for BMPs to be used for modeling studies. In an independent study, Dr. Govindaraju has developed, calibrated, and verified a SWAT model for the Black Creek watershed. Further, the period spent by Dr. Govindaraju to develop the BMPs modeling platform gained unique insights into methods to apply and improve BMPs modeling capabilities. These qualifications make Dr. Govindaraju uniquely qualified to perform the requirements of this project in a time-efficient and cost effective manner. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such a project. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Monday August 23, 2004 at 10:00 AM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
