Description
NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in Research Triangle Park, NC with Dr. Wayne Robarge of North Carolina State University for a study entitled "Determination of Atmospheric Ammonia Concentrations in Agricultural Regions Using Passive Filter Technology." The purpose of this project is to quantify the operational characteristics of passive collectors for the routine determination of ambient ammonia concentrations, using annular denuders as a standard ammonia measurement technique, and to initiate a multi-site ammonia network in eastern North Carolina using passive measurement technology. Dr. Robarge shall: 1) analyze annular denuder samples for ambient ammonia, ammonium aerosol, hydrochloric acid, chloride aerosol, nitric acid, nitrate aerosol, nitrous acid, sulfur dioxide, sulfate aerosol, collected at 4 sites in eastern North Carolina, and 2) analyze passive samples for ambient ammonia also collected at these sites. It is anticipated that this study will require analysis of about 17,714 samples including anions and cations. This notice is not a request for quotations. Due to the fact that shipping samples out of state could require excessive shipping charges and cause skewed results if samples are not quickly tested, the nature of this acquisition requires the contractor to be in the near proximity to eastern North Carolina in order to quickly retrieve and test the samples. EPA market research indicates that Dr. Wayne Robarge of North Carolina State University is the only known local contractor with the appropriate level of technical knowledge and laboratory equipment necessary to complete this project. Specifically, the NCSU laboratory contains equipment designed specifically for analysis of annular denuder and passive samples. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such a project. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Monday August 23, 2004 at 11:00 AM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
