- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov/. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up to date information about this acquisition. Request for Quotation (RFQ) Number 2004 0173068 is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. The RFQ incorporated provisions and clauses that are in effect through the Federal Acquisition Circular 2001-24. The Federal Bureau of Investigation intends to award a Brand Name or Equal, Firm Fixed Price type contract. If items called for in the RFQ are identified by a "brand name or equal" description, the identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products will be considered if such products are clearly identified in the quote and are determined by the FBI to meet fully the salient characteristic requirements of the products. Unless the vendors clearly indicate in their quotes that they are offering an equal product, the quotes shall be considered as offering a brand name product. The item(s) is as follows: Brand Name: GEOMAT ? Seventeen (17) each ? GEOMAT Model 5738139-1 GEOMAT 100% Wastewater Containment System Portable Decontamination Shower Unit. Salient characteristics: Base Size: Not to exceed 35? x 55? and to be able to accommodate individual in full HAZMAT Gear; Frame: Aluminum to minimize weight for easy transport; Heavy Duty Shower Curtain; Hoses (Goodyear) 250 psi working pressure; Hose Size: 1) Hand Held Hose with multiple spray pattern ? minimum length 12?, 2) Discharge Hose ? minimum length 10? and 3) Suction Hose ? minimum length 8?; Adjustable mount shower arm with cam locks and fittings; body spray bar with low flow head and pull on/off valve; Teel 24gpm with 5? lift suction pump; Speakman low flow showerhead min 2.5 gpm; Hand cart; Travel carrying case; Pump: Pump from the top of the shower mat to keep the user from standing in a pool of contaminated water. Showers that utilize inflatable pools will not be considered. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonable available to the purchasing activity. The government reserves the right to request product demonstration that can be tested for compatibility with existing GEOMAT products. The Government will not pay for any information or sample(s) received or for any costs involved in demonstration of an equal product. The following clauses are incorporated by reference: FAR Clause 52.211-6 - Brand Name or Equal; 52.212-1 Instructions to Offerors Commercial Items; 52.212-3 Offeror Representations and Certifications Commercial Items; Each offeror shall include a completed copy of 52.212-3 with response; 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items FAR Clause 52.215-5 - Facsimile Proposals; 52.217-6 Option to Increase Quantity; 52.217-9 Option to Extend; FAR 52.225-13 Restrictions on Certain Foreign Purchases; FAR 52.232-33 Payment by Electronic Funds Transfer. Quotations may be opened at an off-site facility for security/safety reasons and will be resealed and forwarded to the appropriate person. As a result of this, delays may occur in the receipt of your quotation therefore, your quote should be faxed to 202-324-0570. Offerors are to include a completed copy of the Provision 52.212-3, Offeror Representations and Certifications--Commercial Item and a completed Standard Form (SF) 1449, with their quote. The Government reserves the right to award this Contract without discussion. FOB: Destination to various FBI Field Office throughout the United States. Delivery Time: 45 days after receipt of order.
