Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA)intends to negotiate a sole source contract with BSA Environmental Services, 21403 Chagrin Blvd., Suite 101, Beachwood, Ohio 44122. The procurement will provide the National Biosecurity An alysis and Countermeasures Center (NBACC) with environmental impact statement support (EIS) and analytical services. The contractor shall provide a detailed analysis of the alternatives defined during the EIS process, and provide three additional alternat ives at functionally distinct locations over and above the Ft Detrick baseline and alternatives identified in the EIS scope of work. In addition, the contractor will consult with and assist Government public affairs specialists during the scoping process and public review period of the NBACC Draft EIS. The contractor shall monitor news articles relevant to the NBACC EIS, identify potential impacts to the document, and draft changes to the EIS and/or provide draft responses to public comments. Since BSA i s the current contractor for the EIS preparation, it is believed that no other entity has the requisite experience with this facility project to complete an analysis and provide support in a timely manner. Any firm that believes it can meet these requirem ents is invited to submit written notification to the Contract Specialist within 10 calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to meet the req uirement. Information can be sent by email to the Contract Specialist at: Michael.Vallone@amedd.army.mil. The notice of intent is not a request for competitive quotes. However, responses received from responsible businesses prior to close of business o n 19 August 2004 will be evaluated. If no responses are received, USAMRAA will proceed with the sole source contract.
