Description
Sources Sought Synopsis: The Bureau of Reclamation intends to negotiate on a sole source basis with California State University, Stanislaus in Fresno, CA to promote the recovery of several specific endangered species in the Central Valley Project service area. The following work is required: 1) Habitat Use and Population Ecology of Riparian Woodrats and Black Rats at Caswell Memorial State Park - continue investigations of habitat use and population ecology of woodrats and black rats using trapping, house-marking, and tagging techniques, tracking the female woodrats that were radio-collared, monitor their reproductive success and determine the relationship between reproductive success and presence of black rats, determine whether black rats are partly or largely responsible for population declines of riparian woodrats; 2) Effects of Landscape Alteration on Competitive Interactions Between Coyotes and San Joaquin Kit Foxes - determine whether use of space and abundance of coyotes are affected by landscape alterations, assess interference and exploitative competition between kit foxes and coyotes in altered and unaltered habitats; 3) Feasibility Study of and Strategies for Reintroducing San Joaquin Kit Foxes on Vacant or Restored Habitats - develop scientifically-based criteria for selecting sites for kit fox reintroduction, identify tentative list of lands suitable for possible kit fox reintroduction, develop recommendations for strategies and techniques to be tested in reintroduction efforts, develop success criteria for kit fox reintroduction efforts, identify regulatory requirements to be addressed prior to reintroduction; and 4) Monitor Trans-Located Riparian Brush Rabbits - hand track radio-collared rabbits using 2-Element "H" style directional antennas and directional five-element antennas and portable receivers either mounted on vehicles or placed at telemetry stations, monitor rabbits daily, conduct intensive tracking sessions to assess 24-hour movements, follow signals to determine which patch of vegetation they are using, measure and floristically describe habitat patches and map using global positioning system. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar services above must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. Any firm that believes it can furnish services described above are encouraged to give written notification to the Contracting Officer. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 813312 which is $6 Million. This notice may represent the only official notice of such a solicitation.
