- This is a combined synopsis/solicitation prepared in accordance with FAR Part 13 Simplified Acquisition Procedures NO RFQ will be prepared or made available. This is a Total Small Business Set-Aside, Numbered Note 1 applies. SPAWAR Systems Center-San Diego (SSC-SD) intends to award on a full and open competition basis the following items: 12ea Spectra III SE, pendant mount, gray, environmental, color/bw camera, clear dome, 23X, NTSC; 1ea Esprit? system P/T, enclosure, receiver, wall mount, 24VAC includes integrated optics package with 18X high resolution color/B&W camera and lens; 12ea Mount, dome wall mount with cable feed through, supports up to 75 pounds; 59ea Outdoor Enclosure, environmental Small; 52ea Lens, 1/3" format vari-focal zoom, 5.5-82.5mm auto iris (direct drive), manual focus and zoom, f1.6-360, CS-mount; 1box 1000 feet Belden 543945, RG59 Coax Cable; 1box 1000 feet Belden 5300VE unshielded 18-2 cable; 59ea Wall Mount with Feed Through; 9ea Lens, 1/3" format vari-focal zoom, 2.8-12mm auto iris (direct drive), manual focus and zoom, CS-mount; 8ea Corner mount, spectra, and legacy adapter for IWM wall mounts; 64ea Digital CCD Day/Night, color/BW Camera. Specifications for the cameras: General- Cameras automatically switch from color to black and white mode based on the amount of light (these cameras need to be operated remotely)- some cameras use DIP switches on the camera to switch from color to black and white Cameras (including lens and enclosure) come assembled from the factory.- some vendors ship the camera, lens, and enclosure in separate boxes, Cameras need to use Pelco D protocol, Cameras need to have a high Mean Time Between Failure (MTBF), A one-day repair time, reasonable delivery time (30 days or less), Good length warranty (at least 2 years), Fair priced cable assemblies. Fixed cameras- lenses of variable focal length (3.6mm to 82.8mm or a lens close to that) auto iris, lenses of variable focal length (2.8mm to 12mm or a lens close to that) auto iris,0.05 lux or below (bw mode),minimum 480 lines. PTZ cameras- around 3.6mm to 82.8mm,0.02 lux or below, zoom 23x optical, 10x electronic. All offerors must be registered to the Central Contractor Registration (CCR)program. Information to register to CCR can be found at http://www.ccr.gov/. The Small Business Representation at FAR 52.219-1 Alternate I is required to be submitted with your quotation. , however, all offers received within 7 days (in lieu of 45 days) after date of publication of original synopsis will be considered by the Government.
