- NAICS Code: 541710 The US Environmental Protection agency intends to award a sole source purchase order under simplified acquisition procedures to the Maryland Department of Planning (MDP) for the development of a growth simulation model for the Chesapeake Bay watershed based on the New Jersey Growth Allocation Model (GAMe). The MDP is intimately familiar with the environmental, demographic, and policy conditions that affect urban growth in the Chesapeake Bay watershed. This knowledge, coupled with the specific expertise in the development of the GAMe and growth modeling in general, makes the MDP uniquely qualified to modify and adapt GAMe for application throughout the Chesapeake Bay watershed. The EPA has identified the Maryland Department of Planning as the only organization with the qualifications and products to perform the task within the prescribed time frame, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". Interested parties who can meet the above requirements must submit qualification statements including detailed technical information sufficient to permit agency analysis in order to determine a bonafide capability to meet the agency's requirements no later than 15 days after the date of this publication. Responses without the required documentation will be considered non-responsive. This is not a formal notice of solicitation. Please reference RFQ #14JR31 in any correspondence.
