Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. A DRAFT Statement -of-Work is attached for comment, the solicitation is not available at this time. This is not a request for proposals. The National Environmental Satellite Data and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA) has the requirement to procure the subject Solid State S-Band Transmitters or Retrofit/Upgrade of the existing transmitters. NESDIS operates the Geostationary Operational Environmental Satellites (GOES) from facilities located in Wallops, VA and Fairbanks, AK with a back-up facility located in Greenbelt, MD. NESDIS is considering replacing or retrofitting/upgrading the current Klystron-based S-band transmitter systems with new systems/components utilizing solid-state amplifiers. In order to guarantee a proven design the first unit will be considered a proof of concept development. After successful completion of the proof of concept system demonstration, options may be exercised to replace or retrofit/upgrade all of the remaining S-Band transmitters in NESDIS facilities located at the Wallops CDA Station, at the Wallops Backup Facility in Greenbelt, and at the Fairbanks CDA station. Altogether, up to nine (9) transmitter systems/upgrades may be acquired. The requirements for the project are set forth in the attached DRAFT Statement of Work for the GOES SOLID STATE S-BAND TRANSMITTER SYSTEM dated January 2004, and DRAFT Specifications GSD03.001 and GSD03.002, dated February 2004. The North American Industry Classification System (NAICS) Code 334220 is assigned for this procurement. The small business size standard for NAICS Code 334220 is 750 employees. This sources sought notice is being published to determine potential sources capable of providing Solid State S-Band Transmitters Systems to NOAA's NESDIS. Interested firms are requested to provide statements of interest or capability, information regarding small business size status, any information regarding non-developmental solutions available commercially, and any other comments regarding the scope and requirements which interested firms wish to provide. The Government will not reimburse the respondents for any costs associated with information submitted in response to this request.
