Description
The Department of Homeland Security, US Immigration and Customs Enforcement, intends to award a sole source bridge GSA/FSS Delivery Order to Titan-Sencom Systems Corp., located in Billerica MA for maintenance of radar, communications and data processing hardware and software systems. The statutory authority for this effort is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) in accordance with FAR 6.302-1(2)(iii)(B) entitled "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.? This effort is in support of the Air & Marine Operations Center (AMOC) and will be a temporary bridge Delivery Order providing continued support services to ensure airspace radar surveillance systems are fully operational for counter-terrorism and heightened national security concerns during the highly technical cut-over from the current surveillance system to a new surveillance system upgrade. Titan is the current operational and maintenance contractor on-site at the AMOC, and are the only known source capable of supporting AMOC during the bridge effort as they possesses the expertise and manning required for migration from the old to the new radar surveillance system. Period of performance shall be for a period of six months from 3 October 2004 through 3 April 2005. Services under this bridge Delivery Order shall be conducted at all Air & Marine Operation Center sites within the Continental U.S. including Puerto Rico. This bridge is necessary to provide adequate time to conduct a competitive acquisition for a long term GSA/FSS Order and maintaining a continuation of services in the interim. There is no solicitation available and this synopsis is for informational purposes ONLY. See Note 22. Insert "five days" in lieu of "forty-five days."
