- Description
- The purpose of the proposed contract is to subscribe to Internet-based Web of Science for one year. The Institute of Scientific Information (ISI) produces the Web of Science. The National Library of Education uses the Web of Science database to identify peer reviewers, as well as to identify experts and specific evidence in various areas of education research for other purposes. This is intended as a sole source purchase as no other company/jobber handles the ISI product which operate on Thomson Scientific's proprietary software; no other company provides indexing limited to peer-reviewed journals in the field of education; no other company provides a citations index or current contents limited to peer-reviewed journals in the field of education; and no other company provides conference proceedings limited to scholarly conferences in the field of education. The intended source is ISI, Thomson Scientific, 3501 Market Street, Philadelphia, PA 19104, Phone: 215-386-0100, Fax: 215-387-1125. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the posted response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
