- Description
- It is the intent of the National Library of Medicine (NLM) to award a purchase order on a sole source basis under authority of FAR 6.302 to Nimiipuu Health, Nez Perce tribe of Idaho. The purpose of this procurement is to initiate a Personal Digital Assistant computer project which addresses the need for mobile information access by health care providers (including the ability to read digital images and obtain lab results) of the Nez Perce tribe and enables members of the Nez Perce tribe to utilize the internet before or after being seen by the health care provider. The period of performance shall be for eighteen months. It is anticipated that the utilization of online information that is wireless, secure, and available to the provider at any given moment, will help improve the standard of care provided to the Nez Perce tribe. It is further anticipated that this project will have a far reaching impact on the community because it serves to aid both the health care providers and the patients. The project will benefit the Nez Perce tribe in their promotion of overall quality of care, and the National Library of Medicine in improving access to information in rural areas. This project is a component of NLM?s Native American/Native Alaskan/Native Hawaiian information internship program called Sacred Root. This is a unique opportunity for NLM to work with indigenous populations in the development of their capacity to use health information to improve the health and health care of their tribes. The Information Internship pilot project includes nine tribes represented on the National Congress of American Indians President?s Task Force on Health Information. The Nez Perce tribe was the second tribe to participate in the internship and is at the stage of implementing an information access project on the reservation. Nimiipuu Health is uniquely qualified to provide the services currently being acquired. Nimiipuu Health is the tribal healthcare provider on the Nez Perce reservation and there is no other organization or agency with which NLM can work to carry out these activities on the Nez Perce reservation. This service will be awarded under FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the services specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1. The logic and feasibility of the technical approach to reaching the target group or community. The types of services provided or planned for the target population with consideration given to the appropriateness, creativity and cost effectiveness of the methods proposed. The extent to which the proposed project adds value to other related initiatives. The proposal should include sufficient detail to show an understanding of the project and describe how the project will be conducted, and what need(s) the project will help to meet. The rationale and need for the project must be clearly defined as well as any evaluations planned during the project period. (40%) 2. Information on the target population should be provided. Estimates of the potential population and the portion expected to be reached should be included. Target group or population is described and the actual or perceived need for the proposed program is discussed. Estimation of the program?s potential impact on future information services to this group or population is discussed. (30%) 3. Evidence of institutional facilities and resources adequate to support the proposed program. A description of the organization making the proposal including its primary clientele, services currently provided, and facilities. Include descriptions of the proposed personnel (include CVs or resumes) who will actually carry out the project with their experience and qualifications.
