- Description
- It is the intent of the National Library of Medicine (NLM) to award a purchase order on a sole source basis under authority of FAR 6.302 to University of Tennessee, Health Science Center (UTHSC) to conduct a pilot project and initiate the development of a database to test and demonstrate the feasibility and usefulness of an interactive web-based health disparities data map with the potential for national scalability. The period of performance will be for one (1) year with a one-year option period. Specifically, UTHSC shall: 1. Develop a full list of data elements available for each of the targeted databases, the format of the available data, and the process necessary for data transfers. 2. Construct a compendium of the geographic health-related data for all counties in three states (Tennessee, Mississippi and Arkansas) that could be featured on the interactive website, including geographic identifiers, time period covered by the data, and health related data elements available. 3. Construct and demonstrate a sample web interface featuring NLM databases. Create a panel of health disparities researchers (representing a wide range of healthcare fields) and policy makers to test the data-mapping capabilities with real-life scenarios to demonstrate usefulness, reliability, accuracy and speed of the website. UTHSC is uniquely qualified to provide the above services for NLM?s outreach programs. UTHSC is located in the lower Mississippi Delta region of the United States and has worked with the population of this area in the health arena. This area is of particular interest to the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS) because of the large health disparities that exist there. In addition, UTHSC houses a Center for Health Disparities with the stated goal to eliminate disparities in health outcomes through biomedical and behavioral research, promoting health system changes, and education of citizens, health care professionals, researchers, and other key stakeholders. UTHSC has a high level of expertise with Geographic Information Systems (GIS) and has experience in using GIS for health-related systems. UTHSC also has the necessary infrastructure to carry out this work including computer facilities, programming staff, and a high level of cybersecurity. This service will be awarded under FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1. Knowledge of and experience with the technology necessary to carry out this work including Geographic Information Systems, database software, and programming for the world wide web. (30%) 2. Knowledge of or experience with data sources including demographic data sources, vital statistics data sources and other health data sources; as well as sources of data for environmental hazards required to carry out this project. (30%) 3. Prior experience with issues of health disparities in minority populations. (30%) 4. Prior experience successfully managing equivalent projects.
