- The following answers are provided to the questions received in response to RFQ W74V8H-04-T-0149. Question 1: Could you please give us any information you may have on the incumbent organization and the value of the contract Answer: SeiCorp, Inc is the incumbent contractor with an annual value of $249,809. The scope of the current contract is larger than the scope of the work effort being procured under this requirement. Question 2: Are teaming arrangements allowed? If yes, can these teams include large businesses, as long as a small business is the team lead? May multiple small businesses form a team to perform the work? Answer: Teaming arrangements are allowed. The teaming arrangement must be compliant with FAR clause 52.219-14 Limitations on Subcontracting (Dec 1996). Question 3: What is the estimated level of effort for manpower that you envision during the Base Year? Over the course of the contract? Answer: In accordance with the RFQ the Government historical estimate for the requirement is one mid to senior level person per year. Question 4: If I have a candidate that could do the job but would need a little training on the JPAT and CIS Viewer, would this candidate be acceptable? Would training on JPAT and CIS Viewer be possible after contract award? Answer: This question is addressed as part of the first evaluation criteria. The Experience evaluation criteria includes the statement, Also, the contractor should have knowledge of resident Joint Staff quick look analysis tools - Joint Program Analysis Tool (JPAT) or Comptroller Information System (CIS) Viewer. However, contract award will not be solely contingent upon an in-depth knowledge if acceptable information resource alternatives are provided. Training on JPAT and CIS Viewer is not possible; the successful offeror is expected to be reasonably conversant with these data systems.
