Description
The Naval Air Systems Command; Aircraft Support Contracts Department (AIR 2.5.1.3), Patuxent River, MD 20670-1127 announces its intent to award a sole source contract to Bihrle Applied Research, Incorporated for the procurement of Engineering and Technical Services for the EA-18G Low Speed Wind Tunnel Test. Additionally, the contractor will be required to provide engineering services of wind tunnel test support, data analysis, and documentation necessary to provide high angle-of-attack (AOA) data for the upgrade to the EA-18G Up/Auto (UA) aerodynamic data base. The main focus of this procurement will be to test high AOA, high sideslip, and control surface effects in the wind tunnel with various store loadings. The tasks under this acquisition require the following capabilities: (a) full scale 30 ft. by 60 ft. wind tunnel facility, (b) wind tunnel test equipment compatible with F/A-18E/F and EA-18G high AOA wind tunnel models and the 30 ft. by 60 ft wind tunnel facility, (c) construction facilities for a low speed wind tunnel test model and associated hardware, (d) experience in high AOA and high sideslip wind tunnel data acquisition, and (e) an in-depth knowledge of the F/A-18 E/F aerodynamic database as it applies to the EA-18G, The estimated period of performance for this acquisition is September 2004 to August 2005. Bihrle Applied Research, Inc is the only known source with the technical experience, data, and facilities necessary for performance of this effort.
