Description

The Department of Commerce (DOC)/ National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite, Data and Information Service (NESDIS) posted solicitation number DG133E-04-RP-0047 for project management, engineering, relocation, and operational management support to physically relocate and install antennas, computer and communications equipment and systems for five NESDIS operations centers and mission critical satellite systems from Federal Building 4 (FB4) to the new NOAA Satellite Operations Facility (NSOF) and Wallops Command and Data Acquisition Station (WCDAS). FB4 and the NSOF facilities are both located in Suitland, Maryland. The WCDAS facility is located in Wallops, Virginia. This announcement informs all interested parties of a solicitation amendment to be posted shortly. The amendment will cover four areas. They are as follows: (1) A change to the contract type to a hybrid that includes a fixed price portion for Task Order One and subsequent task orders to be issued on either a fixed price or a Cost Plus Award Fee basis; (2) The incorporation of a lump sum award fee amount for the fixed price task(s); (3) A change to the relative weights of the Non-Price evaluation factors to emphasize past performance in the areas of cost and schedule control; and, (4) Definitization of the liquidated damages applicable to this requirement. The amendment will not extend the proposal due date.
