Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Global Programs intends to negotiate on a sole source basis with the Hydrologic Research Center, 12780 High Bluff Dr., Suite 250, San Diego, California 92130 to conduct a project entitled ?Seasonal Climate Prediction and Management of the Panama Canal: Estimating the Benefits of Using Climate Forecast Information? and represents the second year of financing for this project. This project will contribute further to decision support research by addressing some of the key primary and research and technology transfer needs stemming from the first year activities including: (i) strengthening guidance for the water allocation process in the decision support system (DSS) in collaboration with water resource managers from the Panama Canal Authority (PCA); (ii) extending the integrated forecast-management system applicability throughout the year from the current six month period; (iii) conducting further training of PCA staff on the influence of climate information on the decision process through additional synergistic quantitative experiments; and (iv) using updated NCEP coupled model climate forecasts to improve DSS climate information reliability. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with Hydrologic Research Center, responsible sources my submit a response which, if timely received, will be considered by NOAA. Responses must be received within 15 days of the posting of this notice.
