- The Central Arkansas Veterans Healthcare System (CAVHS), 4300 West 7th Street, Little Rock, Arkansas intends to negotiate a sole source contract for a Krimesite Imager with Direct View Kit System by Sirchie Finger Print Company, Raleigh, NC. The Government believes that Sirchie Print Company is the sole and exclusive manufacturer, assembled and distributed from Sirchie?s Youngsville, North Carolina manufacturing facility and is not available for purchase through any other source. This is sole source procurement under the Simplified Acquisition Procedures and Other Than Full and Open Competition (FAR 6.302-1). The Krimesite Imager with Direct View Kit System is an FAL2000 Gold Panther Forensic Light Source System utilizes Reflective Ultraviolet Imaging technology, also known as RUVIS, to locate latent fingerprints that are invisible to the naked eye, on most nonporous surfaces, without the prior use of powders, chemicals or vapor treatments of any kind. And, unlike alternate light sources and lasers, the Krimesite Imager is not affected by ambient light, which means it can be used in a broad range of environments, including daylight or total darkness, indoors or outdoors. The Krimesite Imager works by its ability to selectively amplify 254nm shortwave ultraviolet light and ignoring all other wavelengths of light. The chief natural source of UV light is the sun. This UV light reflects off of the residues left behind in a fingerprint and into our specially designed UV lens on the Krimesite Imager. The UV bandpass filter in the Krimesite Imager selectively passes this band of UV light to the high gain image intensifier tube while ignoring all other bands of wavelength, including visible light. The UV light entering the intensifier tube is then amplified several thousand times and converted into visible light providing a visible image of the untreated fingerprint. The Law Enforcement Training Center will be able to rapidly search a crime scene for ?untreated? latent fingerprints, at a distance, resulting in improved efficiency in locating evidence that might have otherwise gone unnoticed. The NAICS Number is 339999. This Notice of Intent is not a request for competitive quotes, however; any firm that believes that it can meet the specifications above may give written notification to the Contracting Officer. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CAVHS will proceed with the sole source negotiation with Sirchie Finger Print Company.
