Noun: High Pressure Core (HPC) Rotor (PN: 737G831G01), High Pressure Turbine (HPT) rotors (PNs: 737L832G01(-100), 737L830G01(-129)), combustion chamber assembly (PN: 2254M54G03), HPT nozzle inner support (PN: 9526M11G06), HPT nozzle support (PN: 2071M40G01), HPT stationary seals (PNs: 2071M46G01 & 2071M42G01), initial spares, support equipment, and new technical orders. Item Description: This acquisition will support the life extension programs for the F-16 Block C/D aircraft with complementing Service Life Extension Program (SLEP) and Aging Engine Upgrade (AEU) for the F110-GE-100 and F110-GE-129 engines. The SLEP hardware along with the integration of the AEU hardware will extend the life of the F110 programs beyond 2025 while reducing Class A mishaps from known failure modes. In addition, engine Average Time On Wing will be increased and maintenance hours per flight hour reduced. The SLEP portion includes redesigned HPC and HPT rotors. The AEU hardware includes such items as improved life combustor, incidence tolerance Inlet Guide Vanes, stage 1-8 stator vanes, HPT nozzle segments, seals, and inner support. Applicable to: F110-GE-100 and F110-GE-129 / F-15 & F-16 Aircraft Destination: FB2039 Delivery: Sept 2005 through June 2012 Qty: Aforementioned hardware to support 842 engine upgrades Qualification Requirements: Not Applicable The approximate issue date of the solicitation will be 03 Sept 2004. The approximate response date of the solicitation will be 03 Nov 2004. The anticipated award date will be 15 Apr 2005. Written and electronic procedures will be used for this solicitation. Revised CBD Numbered Note 22: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Command Note C: It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Command Note E: Specifications, plans or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Local Note C: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
