- This is a combined synopsis/solicitation for commercial supplies and services, prepared in accordance with the format in FAR Subpart 12.6, and supplemented with additional information included in this notice.This announcement constitutes the only solicitation. Quotes are requested; however, a written solicitation will not be issued. Solicitation number W52H09-04-T-5573 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The requirement is small business set-aside with a NAICS Code of 443112 , and size standard of 100 employees . The scope of work is included below. Any award resulting from this request for quotations will be made using SF1449, to the successful, responsive and responsible quoter. Quotes will be evaluated on a lowest price, technically acceptable evaluation factor. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An addendum to this provision is applicable in which the term offeror, wherever it appears, shall be replaced by the term quoter. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items, and DFAR 252.212- 7000, Offerer Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition . The following clauses within 52.212-5(b) are applicable to this acquisition: 52.219-6, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, and 52.247-64. The following clauses within DFARS clause 252.212-7001 (b) are applicable to this acquisition: 52.203-3, 252.225-7001, 252.247-7023, and 252.247-7024 are also applicable. All quotes must include the completed Certifications and Representations. Statement of Work for TACOM SBC Conference Room 1. Scope/Statement of Work The Tank Automotive Command, Soldier, Biological, and Chemical -TACOM SBC- site manager has a requirement to build a Conference Facility with state of the art audio and video capabilities, to provide a highly functional and dependable conference facility. The result of this project will be a conference facility with additional capabilities, improved audio and video quality and a high level of dependability. The primary focus is a low maintenance, highly efficient and easily operable conferencing facility. 2. Background Information The TACOM SBC site is located in bldg 62 at Rock Island Arsenal, Rock Island, IL. The TACOM SBC Conference Room is attached to the site office and will be used for daily business and high-level conferences. 3. Contractor Requirements The contractor shall provide audio and visual equipment, install, configure, and program all equipment. Contractor will provide operations and equipment troubleshooting training, and provide final wiring configuration drawings/diagrams at completion of jo b. 3.1 The contractor will install all equipment making the most efficient use of space and eliminating unnecessary cabling. All equipment will be rack mounted and controlled by wireless touch screen pane. Equipment to be installed is referenced in the government specified equipment list in the Attachments section of this document. All contractor-installed equipment will be installed in a manner that utilizes spac e as deemed appropriate by the technical POC. 3.2.a. Provide equipment - Contractor must furnish all equipment at time of installation. Equipment is to be held by contractor until installation is performed. 3.2.b. Installation - Contractor will perform all installation of the government specified equipment listed in the Attachment section of this document. Contractor must include costs for all labor including installation, all additional hardware required t o complete installation including cables and connectors and training of designated Information Management personnel on use of equipment. 3.2.c. Configure/program- Contractor will program Control System and touch panel. Equipment and configuration of control system should allow conference room operators to perform all required control functions as seamlessly as possible and with little com plexity. Simplification of control system functionality is a major objective of this project. Layout designs and functionality must meet the approval of the technical POC. The technical POC will review the layout designs and determine requirements in coordination with the conference room operators. The contractor will realize that layout and func tionality of the touch panel/control system will come only from the technical POC or from a conference room operator with concurrence from the technical POC. 3.2.d. Training - The contractor will provide training to government personnel not to exceed 10 people. Training will provide the technical POC sufficient architectural understanding to perform basic troubleshooting of the equipment and train conference room operators. Contractor provided training on the equipment will not exceed 2 hours. 3.2.e. Wiring Diagrams - Contractor will provide the technical POC with accurate wiring diagrams of cabling and connectivity of conference room equipment within 15 days after installation. 4. Government Responsibilities The Contractor will coordinate with the Government to schedule equipment installation. The Government will provide 1 full week of access to the TACOM SBC Conference Room for the contractor to complete installation and training on equipment. The one -1- full week of access is to be during normal work hours Monday through Friday. Normal work hours are determined to be between 0630 and 1730. 5. Deliverable or Delivery Schedule All equipment must be installed and all labor completed within 30 days of receipt of equipment. The contractor shall provide all services required to complete installation within this timeframe. Services include all necessary equipment and personnel need ed to complete the project. 6. Inspection and Acceptance Criteria Upon completion of project, the technical POC and alternate technical POC will review the equipment and control system functionality. The technical POC will be responsible for ensuring that work has been completed and equipment is functioning properly. T he technical POC will verify the installation was successful and that all equipment is in place and operational. The project will not be regarded as complete until inspected and all equipment and work performed is deemed acceptable by the technical POC an d all wiring diagrams and drawings are delivered to the Government. 7. Period and Place of Performance Once the government has accepted equipment the contractor will continue to support all installed equipment for one year. All installed equipment will perform in an acceptable manor established by government technical POC.
