Description
The U.S. Army Space and Missile Defense Command in conjunction with the Joint Improvised Explosive Device Task Force (Joint IED TF) desires to award a sole source modification to contract W9113M-04-C-0012. This action will sustain and enhance the in tegration of the Joint IED TF in the analysis, assessment and training for counter IED operations in Iraq, Afghanistan and elsewhere, as well as the preparation of units scheduled for introduction as replacement forces into overseas Areas of Responsibility . The effort to be performed under this modification is in direct support of Operational forces in Iraq and Afghanistan who are experiencing frequent attacks by hostile forces using IEDs. Roughly 40% of US casualties in Iraq and Afghanistan are the resu lt of such attacks. Recently, this task force was redesignated the Joint IED Defeat Task Force by direction of the Deputy SECDEF and was tasked with the mission of focusing all available DOD resources to counter this threat. Sustaining the existing sup port vehicle is essential to avoid inflicting significant harm to the government by unnecessarily forcing a suspension of contractor support, diminishing the overall counter-IED effort. In addition, the Army G3 is currently developing plans for the establ ishment of a new unit, the Asymmetric Warfare Group (AWG) to accept hand-off of a portion of the Joint IED TF mission during FY05. In addition to supporting the creation of a new unit, the Joint IED TF must continue all currently assigned missions and tas ks without interruption in order to support the needs of deployed forces in the Global War on Terrorism. The Wexford Group International (WGI) possesses considerable expertise in the areas of counterinsurgency (CI) and counter terrorism (CT). Specificall y, WGI has extensive experience in advisement and support concerning Joint Special Operations to include operational and developmental experience in the use of explosives and their initiation, the tactics and techniques associated with the use of explosive s ?????? particularly as it pertains to IEDs. Moreover, their unique experience includes individuals with extensive backgrounds and established reputations in the development, organization, preparation and leadership of teams formed to respond in direct s upport of the vital interests of the Nation. WGI has unique operational experience that allows WGI to continue uninterrupted support at a fair and reasonable price. In addition, members of this team have already attained the necessary security clearances (TS-SCI) and OCONOUS authorizations to be able to perform this mission to standard. If a different support contractor were to be introduced at this juncture, an unnecessary interruption or delay would result for the schedule and performance of the Joint IED TF mission. Substantial time and duplicative cost as well as potential for unacceptable degradation of the Joint IED TF mission would result if a different source were to be introduced at this juncture.
