- Description
- The Office of Naval Research (ONR) intends to negotiate with Science Applications International Corporation, 4001 N Fairfax Drive, Arlington VA 22203, on a sole source basis. The proposed contract is to provide a twelve month effort for continued support at the Navy's Maritime Synthetic Range (MSR) located in the Navy's Pacific Missile Range Facility (PMRF). The objectives include the continuation of 1) Real-time participation in operational training by units pier-side, underway or deployed; 2) creation of synthetic Blue Forces and Opposition Forces to support training; 3) Scenario generation based on geographic terrain and bathymetry databases to enable realistic training and missing planning; 4) Creation of common synthetic battlespace and generation of advanced threat environments; and 5) Extension of coordinated Anti-Submarine Warfare / Under-Sea Warfare training provided by the PMRF. In performing the above functions, the contractor shall maintain previously developed MSR technologies as well as continue to develop technology solutions for MSR that support experimentation within the operational environment at PMRF. SAIC has been providing support to the facility for since government fiscal year 2000, resulting in unique capabilities that cannot be recovered through competition without substantial duplication of costs. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
