- Space and Naval Warfare Systems Center (SPAWARSYSCEN) intends to issue a Request for Proposals on a competitive basis utilizing simplified procedures under FAR 13.5 for two (2) each Type "A" 35-foot Sandwich Radomes for installation in Afghanistan and Iraq. These Radomes must meet the following minimum salient characteristics: 1. Must be a Type "A" 35- foot sandwich radome for S-Band AN/GPN-27 and AN/GPN-20 Airport Surveillance Radar (ASR). Must also support the integral Air Traffic Control Radar Beacon System (ATCRBS) five foot antenna array. 2. Must adhere to FAA specification FAA-E-2773b dated December 16,1991. 3. Must be rigid, self-supporting shell type structure of double curved panels to form a spherical dome. 4. The panels must be randomly oriented to reduce boresight error and side lobe perturbations for the radar application. 5. Design shall support panel sizes suitable for packing, shipping and installation at a remote site. 6. The radome panel design shall permit all panel assembly inside the radome and permit easy panel removal for replacement and repair. 7. The radome shall include a lightning protection system, integral obstruction lights, and a zenith hatch with a vent. 8. Must come with a base ring and installation kit that can mount to a standard 37-ft ASR tower. 9. Must have technical manuals that outline assembly, installation maintenance. 10. Must be delivered within 90 days of receipt of order. 11. Must show proven qualified use with the AN/GPN-27 and AN/GPN-20 standard ASR-8 and ATCRBS. A Firm Fixed Price Commercial type contract is anticipated. The applicable North American Industry Classification (NAIC) Code is 334220 and the size standard is 750 employees. This notice of intent is not a request for competitive proposals. Interested parties may submit comments in writing to the contract specialist, Nancy Sterling, Code 0216NS, SPAWARSYSCEN Charleston, email address: nancy.sterling@navy.mil not later than 18 Aug 2004 14:00 local time (EST). When the RFP is issued, all responsible sources may submit a proposal that shall be considered by the agency in response to the solicitation. It is anticipated that the solicitation will be available by 19 August 2004 on the SPAWARSYSCEN Charleston RFP web page address link below. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper copies of these documents will be issued.
