- National Transportation Safety Board Synopsis / Solicitation Combination Statement of Work Scope of Work The Contractor shall provide expert advice and acquisition services in federal procurement policy formulation and development in support of NSTB's acquisition policies, procedures and Board Orders. This requirement entails a thorough knowledge of federal acquisition regulations (FAR) in addition to other policies such as OMB circulars, GAO decisions and the Office of Federal Procurement Policy letters and directives. In addition, the contractor shall provide program requirement support in assisting technical personnel in drafting their technical procurement documentation. This requirement is a level of effort not to exceed 990 labor hours per year. The contractor will be requested to work on a part time bases depending on the acquisition workload. This requirement is subject to Availability of Funds. Technical Factors Demonstrate at least 10 years of developing and implementing federal procurement policy. Demonstrate at least 10 years of procurement experience in a federal acquisition organization. Demonstrate effective communication skills in writing and oral presentations in working in a highly technical organization. Period of Performance The period of performance for this requirement is from the date of award for one (1) year with a one (1) year option. Proposal Instructions In response to this Statement of Work, bidders must describe their experience in addressing the technical Factors above. The cost proposal shall consist of a fully burdened hourly rate to provide these services. This requirement is subject to availability of funds.
