- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service, Southeast Fisheries Science Center (SEFSC) in Miami FL requires research service on Nassau Island (HAITI) Fishermen. The objective of the project is to identify fishermen and communities that utilize the marine resources of Navassa Island. Upon identification a research team will focus on the historical use of Navassa Island and its social and cultural importance to local Haitians. Ultimately the purpose of the study is to conduct research which places the historical and contemporary importance of Navassa Island into context with such important issues as 1. property rights; 2. traditional or local environmental knowledge; 3. food security and 4. contemporary management. Research methods needed to accomplish this research include both primary and secondary source data gathering strategies. The primary data gathering methods include formal and informal individual interviews, group interviews, transect walks and cultural mapping. Contractors will work closely with Dr. Stoffle and Dr. Miller to develop protocols for soliciting the data. Secondary data gathering will focus on the kinds of information that relate to the historical importance of Navassa to both Haiti and the U.S., the historical importance of fishing to the communities of the Southwest coast of Haiti, and the cultural importance of, and connection to, fishing by Haitians. The project will have the following components: research design and methodology; review of existing material; quantitative fishery data analyses; qualitative analyses; fieldwork; report writing and production. Deliverables; research design and methodology; pre-tested instruments; report outline; quarterly progress reports and field reports; information gathered; bibliography and final report in both English and Haitian Creole. Quotes will be evaluated base on previous sociological/anthropological research experience regarding Haitian culture, food security and indigenous, local and or traditional knowledge; demonstrated familiarity with theoretical and/or empirical literature regarding sociological and anthropological research on Haitian culture and human ecological connection to marine resources; previous sociological/anthropological experience in conducting oral histories, historical analyses, ethnographic field research; detailed working plan timelines; demonstrated familiarity with various US and Haitian legal mandates and agency guidelines that frame NMFS marine resource utilization; demonstrated ability to delivery high quality work timely.
