Description
The Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NMFS) , Habitat Conservation Division, Caribbean Field Office in Boqueron Puerto Rico, has a requirement for a Habitat Use/Habitat Zoning Study. The project will take place in a natural reserves identified as high priorities for the conservation and the development of management measures by the Department of Natural and Environmental Resources (DNER). The project is a continuation of ongoing efforts to establish zones of protection and encourage safe boating practices within natural reserves by completing habitat use and habitat zoning studies. The project is initiated as a component of the NMFS efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998. The contractor shall produce results to include habitat use and habitat zoning studies in natural or marine reserves of Puerto Rico. The selection of study sites in terms of location and number will be performed in cooperation with the NMFS and DNER. The selection of study sites is the first task of the contract. In task two the contractor shall use simple methodology in order to identify coral reefs and other habitats within the selected sites and identify various uses of the coral reef ecosystem. The use of aerial photograph, NOAA benthic maps, and navigation charts is encouraged. The contractor must obtain the required information and present the study results for each site in terms of habitat distribution and multiple uses occurring in the areas as well as any damages that are evident. The Contractor shall prepare a final report summarizing the site selection process and the results of the habitat use and habitat zoning studies. The report shall include recommendations regarding where management measures are needed in each of the priority areas the type of management measures that should be implemented. The project is scheduled to be complete within 12-months from the official start date. This is an unrestricted requirement. Quotes will be solicited following the procedures and guidelines of FAR Part 13, Simplified Acquisitions. The date for submission of a quote/proposal will be limited to less than a 30-day period.
