- STATEMENT OF WORK FOR LAWN & SHRUBBERY MAINTENANCE/LANDSCAPING & TREE TRIMMING FOR COAST GUARD AIR STATION MIAMI 1 GENERAL 1.1 Scope of Work. This statement of work covers requirements for all tree care, landscaping, Lawn maintenance and shrubbery maintenance at Coast Guard Air Station Miami, Opa-Locka, Florida. 1.2 Personnel. The Contractor shall provide a supervisor, available at all times when work on the station is in progress, and sufficient personnel to comply with these requirements. The supervisor shall be conversant in written and spoken English. All personnel shall check in with the Front Gate and receive Visitor Passes on entry. 1.3 Quality Control. The Contractor shall be responsible for the quality of service performed under this contract. 1.4 Hours of Operation. Unless otherwise approved of in advance by the Contracting Officer?s Technical Representative (COTR) or appointed representative, all work shall be completed during normal working hours from 7:30 a.m. to 3:30 p.m. 1.5 Schedule. The Contractor shall provide service to the Coast Guard Air Station on a regular basis as specified in section 7. All scheduled work shall be performed in accordance with the schedule as outlined in section 7 or as determined by Contracting Officer or Representative and is subject to change at the discretion of the contracting officer or representative. 2 GOVERNMENT FURNISHED SUPPLIES AND SERVICES 2.1 Contractor Responsibility. The Government will make available to the Contractor at existing connections or outlets, all reasonably required amounts of water and electricity without charge. The Contractor will be responsible for all connection and disconnection costs. Restrooms are provided in building 112 (Public Works Building). 2.2 The Government shall ensure that all vehicles and equipment are removed from the work area. 3 CONTRACTOR FURNISHED ITEMS 3.1 Contractor Responsibility. Except for those supplies or services specifically stated to be Government furnished in Section 2, the Contractor shall furnish everything required to perform this statement of work. 3.2 Quality of Contractor furnished Material. Materials supplied by the Contractor shall be of a quality to conform to applicable Federal Specifications. 3.2.1 Use of Chemicals. The EPA shall approve all herbicides, fungicides and insecticides used by the Contractor under this contract. All chemicals shall be used according to manufacturer?s instructions. Any time a chemical is used, the Contractor shall submit a list to the Contracting Officer Technical Representative (COTR) for ground water history records. The list shall include the manufacturer?s name, the intended quantity, the date and amount used, and a Material Safety Data Sheet for each chemical. 3.2.2 Any material, which the COTR suspects of not meeting Federal Specifications, shall be tested by a recognized testing laboratory at the Contractor?s expense. A copy of the laboratory report giving the results of the test and a sample of each product, if requested, shall be submitted to the COTR. These products shall meet the requirements established by applicable Federal Specifications or be considered unacceptable for use. 4 CONTRACTOR RESPONSIBILITIES 4.1 The Contractor is highly encouraged to visit the job site prior to bid solicitation to ensure accurate quotes are received. It is the awarded Contractor?s responsibility to contact the Contract Officers Technical Representative (COTR) to establish firm dates and times that this work shall be accomplished. 4.2 No work shall begin for the performance of the Statement of Work until the Contracting Officer Technical Representative (COTR) and the awarded Contractor?s supervisor have conducted a thorough walk around of the job site. The Contractor shall coordinate this with the Contracting Officer Technical Representative (COTR) within 10 days of bid award. 4.3 The Contractor shall replace or repair to original condition, any damage to Government equipment an/or property caused by the performance of this Statement of Work. 4.4 The Contractor shall be responsible for ensuring all underground utilities are marked prior to the start of performing any ground repair or replacement work under this contract. Any visits to the work site by utility companies, or their contractors, shall first be arranged through the Contracting Officer technical Representative (COTR). Damage to underground utility lines or pipes, if costs are incurred, shall be repaired at the expense of the awarded contractor. 4.5 Quality of Contractor Furnished Material. Materials used by the Contractor shall be of a quality to conform with Florida Grade One standards, other applicable Federal and State Specifications, and the specifications in Section 4. 4.6 References. The Contractor shall supply a list of at least three references, with point of contact, verifying quality of work completed within the last year. The reference list shall be provided within 5 days of bid award. 4.7 Facility Map. Technical Exhibit No. 1-4 is a map of Air Station Miami outlining all landscaped and service related areas, which includes a Legend outlining areas of service. 5 DEFINITIONS 5.1 Boundary. The imaginary line extending upwards from the edge of a walkway, roadway, or stairway up to a height of seven feet, then across the top of the walkway, etc.. to the line expending up from the opposite edge. 5.2 Branch. A limb of a shrub, hedge or tree. 5.3 COTR. Contracting Officer?s Technical Representative. 5.4 Cut. To mow grass to a height of 2 to 2? inches using a gas-powered lawn mower. In areas where a lawn mower is ineffective, such as around telephone poles and fences, grass shall be cut either manually or using a gas-powered grass trimmer. 5.5 Debris. Any natural product, such as grass clippings, broken branches, leaves, soil or mulch. 5.6 Edge. To cut and remove the grass in contact with sidewalks, curbs and roads, leaving a clean, straight cut. 5.7 Eliminate. To remove manually or to kill using a chemical. 5.8 Fertilizer. Any substance used to enrich the soil to benefit plants. 5.9 Grass. An area containing grass or the actual grass itself. 5.10 Ground Cover. Any vegetation not otherwise classified as grass, shrubs, hedges or trees. 5.11 Hedge. A special shrub or row connecting shrubs that are trimmed to maintain a desired shape. 5.12 Landscaped Area. Any area where vegetation has been planted. 5.13 Litter. Any foreign material that is not vegetation. 5.14 Mulch. Melaluca or Pine bark used to decorate plant beds or to be determined and agreed upon by the Contracting Officer Technical Representative (COTR). 5.15 Non-Landscaped area. Any area that does not contain vegetation, including roads, sidewalks, parking lots, areas around buildings and the aircraft ramp. 5.16 NPK Ratio. The ratio of Nitrogen-Phosphorous-Potassium. 5.17 Plant Beds. Any area that contains plants but is not surrounded by grass or decorative rock. 5.18 Prune. To selectively cut branches to maintain uniformity and general roundness of trees and shrubs; to cut a particular branch; to cut new branches on the trunks of larger trees; to reduce the surface area of larger trees within 100 feet of buildings in preparation for hurricane season. 5.19 Remove. To pick up and dispose of away from the Miami Air Station. 5.20 Revive. To rake up and loosen mulch that has been compacted from settling, then to spread it back out in a level manner. 5.21 Shrub. A woody plant, smaller than a tree, having branches that stem from at or near the ground. 5.22 Spray. To apply a liquid under pressure from air or by a pump. 5.23 Surrounding Area. The area within 10 feet of any landscaped area. 5.24 Tree. A woody plant, usually growing to considerable height, having branches that do not stem near the ground. 5.25 Trim. To uniformly cut hedges to maintain current height and shape or to cut a particular branch. 5.26 Unhealthy. Any branch that is dead or broken, or sagging below a horizontal position in the case of palm trees. 5.27 Weeds. Any unwanted vegetation, as determined by the COTR. 6 SPECIFICATIONS 6.1 Location. This contract covers all areas of the base including all trees, grass, shrubs, landscaped areas and plant beds. This will also include all parking lots and overflow parking/ gravel areas. 7 SPECIFIC TASKS 7.1 Trees. The Contractor shall prune all trees of lower branches up to eight feet to include limbs that can be reached through full extension of ladder plus full extension of tree pruner. Height is measured as length of ladder plus pruner height from the ground. All pruning will be done to maintain attractive shape when needed. The COTR will inspect all trees following all pruning and all work shall be done under the direct supervision of an Arborist certified in Miami-Dade County unless specified by the Contracting Officer Technical Representative (COTR). 7.1.1 Unhealthy branches will be removed bi-weekly or as needed or as determined by the Contracting Officer Technical Representative (COTR). 7.1.2 Branches growing into or around power or telephone lines will be removed as needed and branches that intersect the boundaries of walkways, roadways, and stairways as needed. 7.1.3 The Contractor shall remove all coconuts on a bi-weekly basis or as needed and will ensure that all coconuts are removed prior to the start of hurricane season. 7.2 Shrubs. The Contractor shall prune shrubs according to the following schedule: 7.2.1 All shrubs when needed to keep neat attractive shape. 7.2.2 Unhealthy branches anytime when needed or as determined by the Contracting Officer Technical Representative (COTR). 7.3 Hedges. The contractor shall trim hedges according to the following schedule: 7.3.1 All hedges any time when needed to keep neat attractive shape or agreed upon by the contracting officer Technical Representative. 7.3.2. Unhealthy branches bi-weekly or as needed or as determined by the Contracting Officer Technical Representative (COTR). 7.4 Fertilization. The Contractor shall fertilize grass and all palms trees upon request at an additional cost. The Fertilization will be applied according to the following schedule: Quarterly during the first week of the following months: October, December, March and June or as determined by agreement with the Contracting Officer Technical Representative (COTR). Fertilizer shall be granular with the given NPK ratio unless otherwise specified, and shall be spread according to the manufacturer?s instructions. 7.4.1 All ground cover, shrubs, hedges and trees not including Palm Trees using 12-6-8.. 7.4.2 All Palm Trees using 12-2-14 or 8-2-10. 7.4.3 All grass areas using 24-5-11 as per 7.9. 7.5 Insects. The Contractor shall: 7.5.1 The Contractor shall spray all ground cover upon request at an additional cost, shrubs, hedges and bushes with fungicide insecticide, with a nutritional folier added, during the months of October, February and June. 7.5.2 Spray all trees upon request at an additional cost with fungicide insecticide during the months of October, March and June. 7.6 Weeds. The Contractor shall: 7.7 Eliminate all weeds from shrub and plant beds anytime that is needed and during normal visits or as determined by the Contracting Officer Technical Representative. 7.7.1 Eliminate all weeds from all other landscape areas anytime that are needed and during normal visits or determined by the Contracting Officer Technical Representative (COTR). 7.7.2 Eliminate all weeds from all non-landscaped areas on each and every visit. 7.7.3 Eliminate all weeds as needed or as determined by the Contracting Officer Technical Representative (COTR) in all parking areas, walkways, roadways, curbsides and areas surrounding all buildings and light/utility poles. This includes all weeds growing out of the side of all buildings on base. 7.8 Provide Mulch. The Contractor shall: 7.8.1 Supply mulch to all plant beds upon request at an additional cost 3 times a year or as needed. In addition, the contractor will guarantee the replacement of any mulch that is washed away due to foul weather. 7.8.2 Revive all existing mulch anytime as needed or when stipulated by the Contracting Officer Technical Representative (COTR). 7.9 Litter and Debris Removal. The Contractor shall: 7.9.1 Remove all litter and debris from all landscaped and surrounding areas on each and every visit. 7.9.2 Remove any debris resulting from work on this contract during the same day. 7.10 Grass Cutting and Treatment. The contractor shall cut all grass within the confines of Air Station Miami according to the following schedule no less than 32 cuts per year: 7.11 The schedule of cuts will be agreed upon by the Contracting Officer Technical Representative (COTR) or appointed official and are subject to change at the discretion of the contracting officer Technical Representative (COTR). 7.11.1 There will be two additional special cuts at no additional cost to be scheduled any time through out the year, to be determined by the Contracting Officer Technical Representative (COTR). 7.11.2 The Contractor shall submit for approval a grass maintenance plan that fertilizes upon request at least three times per year. This plan shall include the control of insects upon request. The plan will also include control of all weeds and as needed. The Contracting Officer Technical Representative will approve plan. 7.12 Irrigation. The contractor shall water all trees, shrubs and hedges bi-weekly or as needed or as determined by Contracting Officer Technical Representative (COTR). 8 INSPECTION BY THE GOVERNMENT 8.1 Inspection of all grass, Shrubbery, Hedges, Tree Maintenance Services. The Contracting Officer Technical Representative (COTR) will make random inspections of the areas for which contractual services are to be provided. Deficiencies found by or reported to the COTR will be brought to the attention of the Contractor?s Project Manager. The Contractor must correct any and all deficiencies so identified within forty-eight (48) hours, or, if weather conditions preclude this response, on the first day thereafter when weather conditions do permit corrective action. Failure to correct documented deficiencies will result in payment deficiencies according to the deduction table. 8.2 Inspection. The Contractor Officer Technical Representative (COTR) will monitor the work throughout the performance of the Statement of Work. The Contracting Officer Technical Representative (COTR) will inspect all finished work. 8.3 Safety. The contractor shall be responsible for the safe operation of any machinery involved in the completion of this contract. 8.4 Cleanup. The Contractor is responsible for cleaning up the work area of all materials and debris at the end of each workday, to the satisfaction of the COTR. The Contractor shall repair any areas damaged during the performance of this Statement of Work. 8.5 Ground Maintenance Services Deduction Table. In accordance with procedure established under this Statement of Work, the following deductions will be made from the Contractor?s monthly invoice for each instance of less than satisfactory performance or nonperformance of services required under contract. The Contractor is advised that the Government?s application of the deductions specified below in no way limits the Government?s right under the termination provision of this contract or any other provisions or rights to which the Government is entitled by law. 8.5.1 Deduction Table: Task Deduction Shrub Maintenance 10% Hedge Maintenance 10% Tree Maintenance 10% Removing Debris 10% Fertilizing 10% Disease and Insect Protection 10% Flower Bed Maintenance 10% Mulching 10% Weed Elimination 5% PLEASE CONTACT MICHAEL WARD FOR INQUIRES OF THE STATEMENT OF WORK @(305)953-2194
