Description
AMENDMENT TWO: The following statements are corrections and/or additional information to the provided specifications. There are no deletions from the project requirements as a result of this information. 1. On page 4, under Access Systems, change the statement ?Integrate automatic gate access (including Knox Box) with office access/intrusion systems, including monitoring.? To: ?Integrate automatic gate access (including fire department access) with office fire/access/intrusion systems, including monitoring.? 2. On page 4, under Fire Alarm Systems, change the statement ?Provide and install one (1) light and siren combination fixture in the south office hallway of the ground level floor; match existing products or equal. Final location to be approved by the COR.? To: ?Provide and install two (2) light and siren combination fixtures in the south office hallway of the ground level floor; match existing products or equal. Final location to be approved by the COR.? 3. On page 5, under Intrusion Systems, change the statement ?The office motion detectors shall automatically enable at 2200 every night, unless manually enabled prior.? To: ?The office motion detectors shall automatically enable at 2030 every night, unless manually enabled prior.? 4. On page 5, under Intrusion Systems, change the statement ?These detectors and sensors shall automatically enable at 2000 every night, unless manually enabled prior.? To: ?The detectors and sensors for the warehouse and outlying buildings shall automatically enable at 2030 every night, unless manually enabled prior.? 5. On page 5, under Intrusion Systems, add the statement, ?The contractor shall provide and install an electronic door lock at the receptionist counter. This door lock shall be connected to the front lobby doors.? 6. On page 6, under CCTV System, add the statement, ?There is a maximum requirement of 35LF of trenching required for installation of cable for the covert camera at the automatic gate.? The following statements are clarifications to the provided specifications/solicitation. 1. There is no pull string in the conduit between the warehouse and the office building. Pull boxes are located approximately 200ft apart. 2. CELLULAR PHONE SERVICE IS NOT AVAILABLE INSIDE THE OFFICE BUILDING. 3. The successful bidder will be expected to provide information regarding their system telecommunications requirements for coordination with the Forest Service Telecommunications Shop. 4. Covert, for the purposes of this solicitation, is requested in order to have the camera installation blend into the surroundings, not be discernable or attract attention as a camera. Camera should not stand out or be noticeable. 5. The scale on the site plan drawing showing the camera coverage boundary around the warehouse is 1=30. 6. The distance from the ground to the highest point on the rooftop of the office building is 22ft. 7. There is a small area for recording equipment in the warehouse, 3? x 3? by 8? ceiling ht. 8. The Forest Service will provide the furniture for the on-site monitoring stations. 9. The existing office currently has no surveillance. 10. The existing warehouse currently has no surveillance. 11. The existing automatic gate currently has no surveillance. 12. Photographs of the building are not allowed. 13. The dimensions of the out buildings are as follows (feet): 1. 10.2 x 8.2 x 8.2 2. 6.6 x 3.9 x 8.2 3. 15.3 x 15.3 x 7.7 a. A drawing(s) is provided showing office building elevations. 16. The on-site monitoring station for access/intrusion/fire is to be installed in ROOM 005 of the office basement. 17. The on-site monitoring station is expected to have the ability to program cards and show systems? events and status on screen. 18. The on-site monitoring station is expected to be one single station with the capability of displaying all systems? information. 19. The security gate operation shall be initiated by proximity cards held within 12? or less of the card reader. 20. The exterior and interior doors operation shall be initiated by proximity cards held within 6? or less of the card reader. 21. The existing hardware on doors identified for card access may be used, modified, or replaced in part or whole with like equipment in order to achieve the following: 1. Capable of allowing ?card-free exit?. 2. Meets Americans with Disabilities Act requirements. 3. Meets Life Safety and Fire Code requirements. 22. Part of the warehouse fire detection system requirements is the appurtenances for emergency egress signs/lighting. The solicitation requests the pricing for this work in Line Item #2. The specifications require the contractor to meet applicable codes. 23. The specifications request that the intrusion/access system alarms be connected to the horn/strobe units of the fire alarm systems. At this point in time that request has not changed. In the event of intrusion and/or access alarm, the horn/strobes would be activated. A signal would not be sent to the annunciator box from the flow, tampers, smoke detectors, or manual pull station zones. A signal would not be sent to the monitoring station for fire. A signal would be sent to the monitoring station for access and/or intrusion alarm. The control panels shall display the system status and the monitoring stations shall record the system(s) event. 24. The existing fire protection system in the office consists of the following: Sprinklers, piping and riser plumbing, smoke detectors, manual pull stations, sirens, lights, strobes, egress lighting, and fire extinguishers. 25. The fire detection annunciator box is located in the basement electrical room. The solicitation states that the office fire/intrusion/access systems shall be streamlined and integrated into each of the control panels. The final product is expected to have one control panel at each of the specified locations. Each control panel is expected to be capable of handling commands for the intrusion system by code. The control panel(s) shall have the capability of displaying system status for the access, intrusion, and fire systems. The control panel shall have capability of the hold-up alarm for employees. The operation of the intrusion system is to be programmable, scheduled per the specifications, but allow for users to deactivate/activate the system during off hours by code. The intrusion system shall not be capable of deactivation/activation by card access components. The access control system is to be 24/7 except for the front lobby doors. The front lobby doors will be scheduled for deactivation Sun-Sat 0800-1700. The ability to deactivate/ activate the access system will be restricted to certain users, and the ability to do so must be present at the on-site monitoring location. 27. New Mexico is known to have Black Widow and Brown Recluse Spiders. Rattle Snakes are common. Scorpions are seen less, but do exist in this climate. West Nile Virus and Hanta Virus have both occurred in humans in Bernalillo County. 28. This solicitation is advertised as a Commercial Acquisition. Fire, access, intrusion, and CCTV systems are common items available off the shelf. A commercially available complete system may be provided or components of different commercially available systems may be combined to meet the performance requirements specified. All components must be located and installed to meet the desired performance. 29. The specifications are Performance-Based Specifications. This means that these specifications are meant to convey to the Prospective Offerors the desired performance of the final product. It is left to the Prospective Offerors to determine, based on the requirements, the product(s) that best fit the need of the Government as described in the solicitation 30. Per FAR 52.212-2, Evaluation?Commercial Items. The Government will award the contract to the contractor whose offer represents the best value to the Forest Service. Each proposal will be evaluated based on the evaluation criteria listed in the solicitation. Only one award will be made. It is in the best interest of the prospective bidders to provide as much detail in their proposal as requested by the criteria. 31. The evaluation criteria request the names of individuals intended to work on this project. Installers for the successful bidder recommended by the evaluation process will be subjected to a background check. The contractor?s proposal will be rejected on the basis of any one unacceptable background finding.
