- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for two (2) 300 Watt NOAA Weather Radio (NWR) Transmitters for the NWS Alaska Region Network. Delivery shall be made F.O.B. Destination to a NWS site in Anchorage, Alaska within 60 days after award. This acquisition will be accomplished using simplified acquisition procedures. NOAA intends to negotiate this acquisition on a sole source basis with International Radio and Electronics Corporation (IREC) of Elkhart, Indiana for standardization reasons. The NWS Alaska Region Network is comprised of NWR Transmitters manufactured by IREC and Scientific Radio Sales (SRS). SRS no longer manufactures NWR transmitters. The NWS Alaska Region performs its own maintenance and maintains its own spares depot. Procuring the present requirement of two 300 Watt NWR transmitters from a source other than IREC will result in substantial additional cost associated with sparing and training that is not expected to be recovered through competition. Although NOAA expects that only IREC can provide the required equipment without substantial unrecoverable duplication of cost to NOAA, all responsible sources may respond to this notice by submitting a quotation not later than September 14, 2004 which shall be considered by NOAA. A determination by NOAA not to compete this requirement based upon responses to this notice is solely within the discretion of NOAA. See Note 26.
