- THIS SYNOPSIS/COMBINED SOLICITATION FOR COMMERCIAL ITEMS IS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6. SOLICITATION N62306-04-Q-4085 IS ISSUED AS A REQUEST FOR QUOTATION. THIS IS A FULL AND OPEN PROCUREMENT UNDER SIC 3812, SEARCH AND NAVIGATION EQUIPMENT. SIZE STANDARD OF 750 EMP. 100 PERCENT SET-ASIDE FOR SMALL BUSINESSES. THE PURCHASE ORDER TYPE WILL BE FIRM-FIXED-PRICE. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION AND ALL QUOTATIONS RECEIVED BY THE CLOSING DATE SPECIFIED HEREIN SHALL BE CONSIDERED BY THE AGENCY. TO BE CONSIDERED, THE QUOTATIONS MUST MEET THE AGENCY?S REQUIREMENTS AS SPECIFIED IN THE SALIENT CHARACTERISTICS AND MUST BE ACCOMPANIED WITH DESCRIPTIVE LITERATURE, WHICH MAY BE SUBMITTED VIA FAX OR EMAIL TO A. FAX: 228-689-8392 EMAIL: O! CONNORA@NAVO.NAVY.MIL. Salient Characteristics for a Coastal Acoustic Release 1. All acoustic release functions shall be commandable by Edgetech Model 8011A deck units. 2. The release shall have a minimum release load rating of 480Kg. 3. The release shall have a depth rating to at least 1000 meters. 4. Length shall not exceed 77cm and diameter shall not exceed 18 cm. 5. Weight shall not exceed 11 Kg in air or 4.5 Kg in water. 6. Standard alkaline batteries are to be utilized within the release to provide a minimum of 38, 000 replies and a 1.25 year deployment life and all batteries required to operate the instrument will be provided for each instrument. 7. The following commands shall be incorporated: enable, disable, release. The commands shall utilize binary FSK-16, 11 block cyclic codes. 8. A transponder interrogate frequency of 11kHz shall be utilized. 9. There shall be an acoustic reply from the release to allow determination of the status of the release, with regards to enabled, disabled, or released, and the attitude of the release. 10. A 45 degree tilt sensor shall be incorporated in 2 of the acoustic releases for vertical orientation. 11. A 20 degree tilt sensor shall be incorporated in 2 acoustic releases for horizontal orientation. 12. If a mechanically active anti-biofouling device is incorporated, it shall operate once a week. 13. A reusable plastic, weatherproof shiping case with custom fitted shock absorbing inserts of foam or rubber for the top and bottom of the instrument shall be provided for every two instruments. The case shall have at least two handles. One handle on each end of the case. Stainless Steel hardware shall be utilized. 14. A material safety data sheet (MSDS) will be provided for any material deemed as hazardous. (ie alkaline battery packs). 15. Two sets of dual release brackets and associated hardware shall be provided to pair up two of the releases while maintaining the respective load ratings of the instruments. 16. A spare parts kit consisting of pressure case O-Rings and isolation washers shall be provided for each release.
