- The proposed contract is 100% set aside for small business concerns. This announcement applys ONLY to vendors in the state of Maryland. (Due to services required in Anne Arundel County, MD). School Year 2004 - 2005 Bus Service. Request (3 each) 45 passenger buses, each school day (184 days) to provide transportation for the morning and afternoon care children of the Youth Services (Middle School Program) and School-Age Services programs. Tri ps will originate from Youth Services (Middle School Program), Building 909, Ernie Pyle Street, Fort Meade, MD 20755 (301) 677-1437 to two (2) Middle Schools (MacArthur Middle and Meade Middle) and School-Age Services, Building 1900 Reece Road, Fort Meade , MD 20755 (301) 677-1245 to four (4) Elementary Schools (West Meade Elementary, Meade Heights Elementary, Pershing Hill Elementary and Manor View Elementary). Middle School (Building 909) school runs will use one (1) bus to the two (2) middle schools an d School-Age Services, Elementary Program (Building 1900) school runs will use three (3) buses for the four (4) elementary schools. Period of performance is 30 August 2004 through 16 June 2005. See Statement of Work for additional information pertaining to this purchase request. STATEMENT OF WORK BUS CONTRACT FOR CHILD AND YOUTH SERVICES SCHOOL-AGE SERVICES (Elementary Program) AND YOUTH SERVICES (Middle/Teen Program) SCHOOL YEAR 2004-2005 1. Request Bus service of three (3) buses, 45 passengers, for the 2004-2005 School Year for the Child and Youth Services (CYS) Youth Services and School-Age Services programs. Bus contract will begin the first day of school August 30, 2004 through June 16, 2005 (Monday through Friday excluding school holidays, government holidays and CYS training/organizational days). If school is closed because of emergency closures, bus contract will extend to cover school requirements (Item #19 addresses emergency closures) of 184 days of school. 2. Bus Services will be provided for two (2) programs, School-Age Services Elementary Program (ages 1st-5th grade) and Youth Services Middle School Program (ages 6th-8th grade). 3. School-Age Services Program location: Elementary program (School-Age Services) is located in Building 1900 Reece Road, Fort Meade, MD 20755; bus service to include to/from four (4) on post elementary schools intended for students to attend school. 4. Middle School Program Location: Middle School program is located in Building 909, Youth Services, Ernie Pyle Street, Fort Meade, MD 20755 and will include transporting students to/from two Middle Schools intended for students to attend school. 5. Buses will not carry different age groups (elementary and middle school children will not be on the same run) on the same bus. 6. Bus drivers will have background checks in accordance Anne Arundel County Board of Education Policy and Fort Meade Policy. Background checks will be at the expense of the contractor. 7. Bus Contractor will provide a file of Good Driving records from Department of Motor Vehicles. 8. Estimates for the bus contracts must reflect consolidation of routes based on approximate times for dropping children off and picking children up. 9. Hours of operation for the schools will be as follows (hours are subject to change depending on Anne Arundel Board of Education policy for the school year): Arrival time is to school, Departure time is from school. Manor View Elementary School: Children arrival time at school: 7:45 am Children departure time from school: 2:15 pm Pershing Hill Elementary School: Children arrival time at school: 8:15 am Children departure time from school: 2:45 pm West Meade Elementary School: Children arrival time at school: 9:00 am Children depa rture time from school: 3:30 pm Meade Heights Elementary School: Children arrival time at school: 9:00 am Children departure time from school: 3:30 pm MacArthur Middle School: Youth arrival time at school: 8:20 am Youth departure time from school: 3:15 pm Meade Middle School: Youth arrival time at school: 7:50 am Youth departure time from school: 2:35 pm 10. Bus drivers/operators must complete positive guidance technique training . This training will be conducted through the School-Age Services program and provides drivers/operators with the skills needed to communicate and apply consistent guidance procedures. 11. Bus drivers must be consistent in documenting childrens behavior concerns to minimize negative behavior continuance. All write-ups must be consistent with the Anne Arundel County policy. Anne Arundel County reporting forms and paperwork will be used for incident reports. Incident reports will be given to the manager of School-Age Services and the manager of Middle School program. 12. Any new driver or substitute driver must complete the positive technique training and will have background checks in accordance Anne Arundel County Board of Education Policy and Fort Meade Policy before taking over a route for the School-Age Service s/Middle School program. Background checks will be at the expense of the contractor. All invoices for services will be submitted to the organization on a weekly, bi-monthly or monthly basis, but will not exceed a 30-day period of completing the service. Invoice will document line items as stated in contract. Bus service is scheduled for 184 days during the 2004-2005 school year. Bus Service will be adjusted as indicated in 2004-2005 school year calendar for early dismissals or delayed openings. Buses will not transport over the Anne Arundel County Board of Education Department of Transportation recommended student passenger count. CYS has the right to cancel a bus run if program does not have over 10 children riding the bus, without a charge for that run. Youth Services will give 2 week notice of cancelled runs. CYS has the right to cancel bus service in the instance that; Ft Meade and Anne Arundel County Board of Education declare emergency closings, without charge to the user. The following is a list for school closures and early dismissals. Bus transportation is not needed on school closures/CYS Closures (training and organizational days) except for scheduled field trips. Early dismissals bus runs will be adjusted accordingly for each school. -Sep 3: Activities Closed for CYS Training day, contractor will provide bus transportation -Sep 6: Schools Closed Labor Day -Sep 16: Schools Closed Rosh Hashanah Schools -Oct 15: Schools Closed Staff Development -Nov 2: Schools Closed: Election Day -Nov 22-26: Schools Closed: Thanksgiving Holiday -Dec 24-Dec 31: Closed Winter Vacation -Jan 17: Closed: Martin Luther King Jr. Birthday -Jan 24-27: Two-hour early dismissal -Jan 28-31: Schools Closed: Teacher In-Service -Feb 21: Closed: Presidents Day -Mar 23-28: Schools Closed Easter/spring break, Staff development -Apr 12: Two hour early dismissal *-Apr 22: Schools Closed -May 30: Closed Memorial Day -Jun 13-16: two-hour dismissal -Jun 16: Last day of school, two-hour early dismissal *Anne Arundel Inclement Weather and Emergency School Closings: There are four emergency school days built into the calendar, if they are not used, they will be deducted from the June closing date. Fifth emergency closing will be made up on April 22, 2005.
