Description
THIS IS AMENDMENT NO. 1 TO COMBINED SYNOPSIS/SOLICITATION NUMBER BBGCON0804S5467 POSTED ON AUGUST 10, 2004 FOR R ? PROFESSIONAL AND MANAGEMENT DEVELOPMENT TRAINING SERVICES. The following FAR clauses are hereby added to this combined synopsis/solicitation: 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (JAN 1999), and 52.219-23, Notice of Price Evaluation Adjustment for Small Disadvantaged Business Concerns (JUNE 2003). Question 1- Where will classes be held? Answer 1- Classes will be held at the Training and Development Center of the International Broadcasting Bureau, 330 C Street, SW, Washington, DC 20237. Question 2- Will the government supply audio visual (AV) and related teaching aids (projectors, screens, etc.)? Answer 2 ? Yes. Question 3 ? Will sessions be videotaped for later use? Answer 3 ? No. Question 4 ? How long and how many are the sessions? Answer 4 ? It is anticipated that each of the six (6) sessions will be 4-hours long. Question 5 ? CLIN B.1.3 ? How many facilitated group activities are anticipated per annum and what is the subject matter of these courses? Answer 5 ? At least two facilitated group activities are anticipated per annum. The IBB coordinators and the group participants will determine the subject matter for the courses at that time. Question 6 ? Does the government have a total estimate level of effort in hours which is expected from this procurement? Answer 6- No. Question 7 ? Is this procurement governed by simplified acquisition rules as to amount? Answer 7 ? The total contract amount, including option years, is expect ed to exceed the simplified acquisitions threshold. Question 8 - Will the government require the contractor to use any pre-determined curriculum or text materials? Answer 8 - No, however, all materials and curricula used will be reviewed and approved by IBB training coordinators. Question 9 ? Will all sessions and activities be held at the offices of BBG/IBB/TDD? Answer 9 - Yes. Question 10 ? Will preference points be awarded for 8(a) or HUBZone status? Answer 10 ? Yes. FAR Clauses 52.219-4 and 52.219-23 are incorporated by reference into the contract as if in full text. Paragraph (b) of 52.219-23 reads as follows: ?The Contracting Officer will evaluate offers by adding a factor of 10 percent to the price of all offers? ? Question 11 ? Please provide clarification on the number of hours or days that the contractor is expected to deliver CLIN 1, 2, and 3 for each year: Sub-question 11a) Planning and development of classes and learning sessions; Answer 11a ? No more than two (2) weeks. Sub-question 11b) Conduct learning sessions during the 9-month period; Answer 11b ? Four (4) hours for each session conducted. Sub-question 11c) Facilitate group activities, as needed. Answer 11c ? Up to four (4) hours for each group facilitation activity. Question 12 ? Pricing: Do you want pricing on the ?Deliverables? only (e.g. ?Development plan? submitted 30 calendar days, etc. after the award, rather than the specific CLINS? Answer 12 ? We want pricing for each of the CLIN?s as well as a detailed cost breakdown to support the price for each CLIN. Question 13 ? Has this development and training contract previously been delivered? If yes, please provide the name of the incumbent company and a copy of the previous contract. Answer 13 ? This development and training contract has not been previously delivered, therefore there is no incumbent company. Question 14 ? Regarding the 5-10 participants, may we assume that these participants will change over the years, or will they proceed sequentially through the years? Answer 14 ? You may assume that the participants will change over the years. Question 15 ? IBB?s Leadership Development Program provides training for new supervisors through Senior Executive Service (SES). Does the MPP, as a component of the LDP, program target the same audience as the LDP? Answer 15 ? The MPP targets high potential GS 13?s and 14?s. Question 16 ? Does the MPP program target high potential candidates currently in non-supervisory positions? Answer 16 ? MPP targets GS 13?s and 14?s who have demonstrated the potential to assume leadership positions within the IBB. Question 17 ? Are there 5-10 participants in the LDP and another 5-10 in the MPP? Answer 17 ? There will be 5-10 participants in the MPP. No set number of persons is involved in the LDP. Question 18 ? What would be the expected next step for candidates who complete a 9-month course of study in the MPP? Answer 18 ? Graduates of the MPP will receive high publicity within the organization and it is expected that they will move on to higher leadership positions within the IBB up to and including the Senior Executive Service positions. Question 19 ? Are the Leadership Development Programs and the Management Partners Program ongoing programs or are they new initiatives? Answer 19 ? The LDP is an ongoing effort and the MPP is a program that is being reestablished within the agency. Question 20 - If they are existing programs, is there an incumbent contractor? If yes, who is the contractor? Answer 20 ? There is no incumbent contractor on either of these programs. Question 21 ? It appears that you are limiting program participation to 10 participants per 9-month period. Given the anticipated turnover in leadership, is there a reason for this limitation? Answer 21 ? Financial constraints are a major consideration in running these programs. Question 22 - Can you confirm the due date of August 26, 2004? The Current Response Date in the General Information section indicates August 25, 2004. Answer 22 ? Proposals are due 2:00 p.m. (EST) on August 26, 2004. Question 23 ? Have you completed any kind of initial needs analysis or assessment within the organization? Answer 23 - An analysis of training needs of IBB leaders is conducted on an annual basis. Question 24 - May we submit an electronic version of the proposal via email? Answer 24 ? An electronic version of the proposal is acceptable as long as it has been signed by an official authorized to bind your organization. Question 25 ? How can I access a copy of the SF-1449 that must be submitted with the proposal? Answer 25 ?
