- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; prices are being requested and a written solicitation will not be issued. This solicitation number RFQ-09-43YK-04 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This procurement is unrestricted. The NAICS code is 334516. USDA, ARS, LSO intends to solicit and negotiate with only one source Thermo Electron, 5225 Verona Rd., Madison, WI. The proposed award is for an upgrade that converts a Raman spectrometer from a Raman 950 to the Raman 960. The original equipment manufacturer is Nicolet Instruments Inc. which is now a part of Thermo Electron that will support the upgrade and configuration of the Raman 960 spectrometer. This upgrade will reinitiate support of service and repair parts for this system. This upgrade must be compatible with the original equipment. The upgrade includes baseplate modifications change of the baseplate in the sample compartment. Upgrade the water-cooled HeNe laser to an air-cooled laser and this eliminates the current water chiller that is required with the system. All major electronics of the system must be changed to accommodate the laser change. This includes replacement of the on-board computer within the spectrometers bench. New software drivers (OMNIC) are needed to operate the spectrometer bench so that it can be controlled by the system software. A transfer and realignment of the spectrometer?s current Ge (liquid nitrogen cooled) detector to the new bench configuration is also needed. Upgrade needs to include a current version of OMNIC, OMNIC bench drivers, transferring and testing of existing detectors. All labor and installation will be conducted at Thermo Electron. This procurement will be made pursuant to FAR 6.302-1(2)(C)(ii). No telephone inquiries will be accepted. If any interested party believes it can meet the above requirement, they must submit a proposal in writing that includes prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 7 calendar days after publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. FAR 52.212-1 (Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial items). Offerors shall include a completed copy of the provision at FAR 52.212-3 (Offeror Representations and Certifications ? Commercial items). FAR 52.212-4 (Contract Terms and Conditions ? Commercial items) applies to this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items) also applies, with the following clauses from (b) applicable to this acquisition: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52-219-23; FAR 52-222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36. Proposals are to be received no later than 5:00 pm August 27, 2004. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package.
