Description

This notice is for informational purposes only. The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Syracuse University, 215 Carnegie Hall, Syracuse, NY 13244 for a Multi-Scale Geometric Modeling of Human Torso Shape Variation for the Design and Sizing of Fall Protection Harnessess. Syracuse University Mathematic Department is the only source that has been found that is able to satisfy the needs of this project. The Multi-Scale Geometric Modeling (MSGM) method for classifying human torso shape and for defining harness sizing scheme was developed by Dr. Xu of Syracuse University Mathematic Department through a NIOSH open competition contract in 2003. Pilot data test has shown the robustness of the method for torso shape quantification and classification for harness redesign purpose in the previous contract. It is our advantage to use Syracuse University to analyze our newly collected data to assure its compatibility with our existing project effort at minimum cost and within a minimum time frame. This procurement will be processed under the authority of FAR6.302-1. Only one responsible source and no other vendor will satisfy agency requirements. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is procurement is not set-aside for small business.
