- Description
- The Food and Drug Administration (FDA) intends to award a Purchase Order on a sole source basis to Mr. Tom Crow to manage and assist the federal agencies in accomplishing the coalition objective of assessing their agency food safety programs against the FDA Program Standards. Services to be performed include the coordination, oversight, management, documentation, and evaluation of the coalition?s development of a food security subcommittee to encourage development and implementation of communication in food security between federal food programs. Also coordination and evaluation of each individual agency member?s progress in assessment agency food safety programs against the FDA Program Standards and adoption and implementation of the FDA Food Code into Federal agency food program policies and procedures. Qualifications required and technical expertise will include the dynamics of coalition organization and effectiveness, public health management, and development of tools and protocols to enhance adoption and implementation of the Food Code among those federal agency regulatory assessments, using the federal agency assessment tool is necessary to achieve the desired coalition goals. Expertise in federal bureaucratic requirements is also necessary to accomplish the coalition objective of harmonizing regulations, policies, and standards across federal, state, local, and tribal programs through federal agencies. 1. Experience with and knowledgeable about tribal and federal regulations in food safety. 2. Experience with and knowledgeable about working with tribal and federal agencies. 3. Experience with and knowledgeable about common contractual language used in tribal and federal documents. 4. Experience with and knowledgeable about public health principles. 5. Experienced in working with agencies within tribes; the Department of Defense; The Department of the Interior; The Department of Justice; and the Department of Health and Human Services. 6. Experience with compiling data on projects into a publishable format. 7. Previous experience in working with Federal Food Safety Coalition members, and in utilizing the FDA Program Standards as an agency program assessment tool in completing food program assessment for each member agency. 8. Knowledge and experience from the original FDA Program Standard baseline assessment completed on each member Agency food program 2003. 9. Knowledge and experience in using the FDA Food Code and FDA Program Standards. 10. Ability to work and consult with FDA program officials on a reasonable as needed basis. An award will be made ten (10) days from the date of this notice. Sources which believe that have the capability to perform these services must submit descriptive literature which fully demonstrates their capabilities. The FDA will review and consider these submissions in making its award decision. The award will be made as a simplified acquisition in accordance with FAR 13.5
