Description
The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) have a requirement to purchase a PC1 Photon Counting Spectrofluorometer. The following accessories and specifications shall be included in the system: PC1 Photon Counting Spectrofluorometer featuring L optics geometry, for high sensitivity research-grade photon counting fluorescence spectroscopy. The instrument is capable of automatic acquisition of corrected emission and excitation spectra, polarization spectra, synchronous luminescence spectra, and kinetics studies. For T-format optical configuration, a second emission channel may be added at a later time. The PC1 can be upgraded to the K2 Multifrequency Phase Fluorometer for lifetime determinations. The basic instrument configuration does not include light source, sample compartment, monochromators and personal computer. The basic instrument configuration includes: Excitation channel with beam splitter, filter holder, automated polarizer holder and computer-controlled shutter; Reference channel with filter holder and automated shutter; Emission channel with filter holder, automated polarizer holder and computer-controlled shutter; and two (2) selected photomultiplier tubes with housings featuring manual/automatic voltage setting; photon counting electronics on three independent channels, and interface electronics. The complete Vinci multidimensional software package for fluorescence spectroscopy (Windows ME/XP) includes routines for the automatic acquisition of excitation and emission spectra; polarization (anisotropy) spectra; synchronous luminescence spectra, 3D excitation-emission matrices; measurements of polarization and intensity at single wavelength points; fast and slow kinetics. Vinci also includes routines for data files manipulation and 3D multi-parameters display. This also includes installation, training, and a one-year warranty for ISS? parts. Xenon arc lamp (300 W) with power supply, lamp mount and focusing optics. Three-cuvette, computer-controlled sample compartment with flow through system for temperature control (Temperature bath not included). One (1) stepper-motor-driven, high-sensitivity, single-grating monochromator, 100 mm focal length, 0-900 nm wavelength range, F/3.5 aperture, with 32x32 mm, aberration corrected, concave, holographic grating. Stepper-motor-driven, high-sensitivity, double-grating monochromator, 100 mm focal length, 0-900 nm wavelength, F/3.5 aperture, with 32x32 mm, aberration corrected, concave, holographic grating. Second emission channel, with filter holder, computer-controlled polarizer holder, computer-controlled filterwheel, and automated shutter. Includes housing for PMT, circuit for injection of cross-correlation signal for frequency domain fluorometry, manual/automatic voltage setting and selected Hamamatsu R928 photomultiplier tube. Cooled housing for side-on PMT, with Hamamatsu E678-11A socket and flange for coupling to the unit. Includes power supply, thermo-electric cooling unit with related electronics, circuit for external liquid circulation (Requires a bath circulator). Set of 3 UV Glan-Thompson Prism Polarizers, 10x10 mm aperture, 214-2300 nm wavelength range. Set of 3 UV Glan-Thompson Prism Polarizers, 14x14 mm aperture, 214-2300 nm wavelength range. Single-syringe, computer-controlled titrator including one Hamilton syringe (from 100 ?l to 2.5 ml volume), septum lid for continuous titrant delivery and software for data acquisition and manipulation (specify the volume of the syringe). Temperature sensitive element (RTD) and software package for controlling Item NESLAB RTE-111M through the computer using the ISS data acquisition software. The RTD temperature sensor feedbacks to the bath for direct computer control. Non-CFC refrigerated bath circulator (NESLAB RTE-111M) with microprocessor controller. Temperature range: -25 ?C to + 150 ?C; pumping capacity: 15 l/minute; bath capacity: 9 l; controlled through the RS-232 port of the computer. 1.8 GHz Personal Computer, with 128MB RAM, 20.0 GB EIDE hard drive (7200 RPM), one 1.44 MB 3.5? floppy drive, one CD-ROM drive, and a high resolution color flat-screen VGA monitor. Includes installation of ISS software, data acquisition cards and complete test of the system. (Mini-tower base) Triangular cuvette, in quartz, for reference channel. Selected Hamamatsu R928 photomultiplier tube. Small Submersible pump and bath. Interested vendors may identify in writing their interest with a capability statement to the Contracting Officer prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-04-286 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 14, 2004. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-8261.
