- Description
- It is the intent of the National Library of Medicine (NLM) to acquire professional services on a sole source basis under authority of FAR 6.302 from Mr. Antonio Zamora, Bethesda, MD. The purpose of the procurement is to acquire highly specialized professional services with specific expertise in advanced dictionary and natural language parsing technologies essential for applied research and development (R&D) projects. The period of performance is for one (1) year with four one-year option periods. NLM will own all software programs including source codes and data developed for this purchase order. Requirements. Specifically, Mr. Zamora shall: 1. Propose enhancements and, based on SIS specifications, implement and test and deploy innovative and highly specialized dictionary technologies. 2. Propose enhancements and, based on SIS specifications, implement and test and deploy innovative and highly specialized NLM algorithms and techniques. 3. Document and integrate selected dictionary and parsing components into SIS R&D projects and operational systems. 4. Reuse, operationally evaluate and deploy specialized implementations of proprietary dictionary and NLM parsing technologies in collaboration with the NLM and other federal agencies. Sole Source Justification. Mr. Zamora is uniquely qualified to provide the above services. Mr. Zamora has highly specialized and relevant expertise, having developed his proprietary dictionary (AZ Dictionary) and databases, and having implemented specialized algorithms for spelling error detection and correction for general English, medical terminology and chemical names, as well as specialized taggers and parsers in support of SIS?s mission. Mr. Zamora has over twenty years of experience in performing comparable high level professional work at the Chemical Abstracts Service and at IBM. The past three years, Mr. Zamora has worked as an individual contractor with NLM. In addition, Mr. Zamora has substantial hands-on experience in relevant areas of information retrieval, database management, natural language processing and innovative software development in NLM applications. Mr. Zamora has expert knowledge of the following key software development tools, all of which are necessary to perform the required services: C, C++, Java, Javascript, XML as well as Windows, Solaris and Linux operating systems. This service will be solicited using FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Experience. Documented evidence of experience in developing innovative and highly specialized dictionary technologies; documented capability to implement specialized algorithms for spelling error detection and correction for general English, medical terminology, and chemical names; documented ability to develop specialized tagging and parsing tools using natural language processing algorithms and techniques; demonstrate experience in areas of information retrieval, database management, natural language processing, and software development in NLM applications. 2) Soundness of Approach. Proposal describes the proposed approach to comply with each of the requirements specified above. The proposal is consistent with the stated goals and objectives. The proposed approach of ensuring the achievement of timely and acceptable performance is well documented and sound. Milestone and/or phasing charts illustrate a logical sequence of proposed events. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 04-203/NSD shall be noted on all correspondence to this announcement.
