Description
NAICS Code: 333319 This is a combined synopsis/solicitation for commercial items in accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number RFQ-OH-04-00159 is used as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-21. This acquisition is with Full and Open Competition. The NAICS Code is 333319, the size standard for which is 500 employees. The U.S. EPA ORD/NRMRL/GWERD, located in Ada, OK requires a contractor to provide the following: (A) A quantity of one (1) Laboratory Glassware Washing System with Delivery, Installation and Training. (B) Minimum Quality Requirements: Manufactured under ISO 9001; Meet "Standards for Commercial Electric Dishwasher". (C) Minimum System Requirements: Programmable with the ability to store more than Forty (40) Custom Programs; System must have more than Ten (10) Standard Programs for Laboratory Glassware; Alert Operator by Audible and Visual Alarm when Volumes of Detergents or other Chemicals used are Low; Recognition Systems to Minimize Operator Error; Built in Automatic Water Softener; Detergent and Acid (such as acetic acid) Containers and Pumps for the use of Appropriate Quantities for the Cleaning Method Selected; Independent Pre-Wash Solution, Wash Solution, and Final Rinse Heating Systems capable of Heating up to 95 Degrees Celsius; Variety of Racks for Different Sizes and Shapes of Glassware; Capable of Washing Pipettes; Split-Level Cleaning for Mixed Loads of Glassware; Forced HEPA-Filtered Air Drying System to provide Drying up to 110 Degrees Celsius; Sound Level Less than 70dB. (D) Minimum Energy Efficiency Requirements: Energy Star Compliant; Each Water Fill must not exceed 9 1/4 Gallons. (E) Minimum Delivery, Installation, and Training Requirements: FOB Destination; Complete Installation at EPA facility; Minimum of one (1) hour of training on Operation and Maintenance at the EPA facility. (F) Delivery, Installation, and Training shall be delivered to the U.S. EPA Shipping and Receiving, 919 Kerr Research Dr., Ada, OK, 74820 no later than 10/03/2004. (G) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (a) Technical acceptability of the item offered to meet the Government's minimum requirements and (b) Price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. This clause may be found on the Internet at the following site: http://www.arnet.gov/far/. Clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order -Commercial Items, applies to this acquisition. Under FAR 52.215-5 paragraph (b), the following additional clauses apply to this acquisition: FAR 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-1, Buy American Act-North American Free Trade Agreement-Israeli Trade Act; 52.225-5, Restriction on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
