- The purpose of this amendment is to attach the Statement of Work [SOW] to the the combined synopsis/solicitation FA7000-04-T-0056. CATHOLIC PASTORAL ASSOCIATE USAFA Cadet Chapel STATEMENT OF WORK Catholic Pastoral Associate: The role of the Catholic Pastoral Associate is to serve as the principal coordinator of all programs offered and conducted at the USAFA Catholic chapel. This is a part-time position (approximately 20 hours per week). The Catholic Pastoral Associate works in conjunction with the Catholic Chaplain, Director of Catholic Programs to enhance and expedite the work of the Catholic Pastoral Council and its committees, and to enable the provision of a complete and documented range of sacramental, educational, worship and fellowship programs. In carrying out his/her responsibilities the Associate works closely with parish council officers, volunteer lay leaders and members of HQ USAFA chapel staff. Qualifications: 1. Must have experience in working with current Catholic liturgical and sacramental practices (Both masses and other religious functions). 2. Have experience directing, coordinating, and scheduling Catholic liturgical ministries. 3. Have ability to type 40+ WPM and posses working knowledge of Windows 2000 operating system, Microsoft Word, Excel, Power Point and Microsoft Outlook (E-Mail) communication. Required knowledge and experience as an Administrative Assistant. 4. Possess a basic working knowledge of bookkeeping practices and budget procedures. 5. Must furnish a resume as part of proposal showing education, experience, personal and professional references. The resume or cover letter must address all areas of the statement of work. Government Funded Equipment and Supplies: Equipment, supplies, office space and furnishing necessary to complete the duties of this position will be provided by the Catholic Chaplain, Director of Catholic Programs, HQ USAFA/HCX. All equipment, supplies, office space, and furnishing will be the responsibility of HQ USAFA/HCX to furnish; the contractor will not be responsible for furnishing any of the above items. The contractor is responsible for returning equipment, supplies and facilities to the location and/or condition received. Any maintenance needs or damage reports must be submitted to the NCOIC. Responsibilities: The Catholic Pastoral Associate: 1. Advises the Catholic Chaplain, Director of Catholic Programs, and the officers of the Catholic Cadet Pastoral Council to create, document and prioritize both long and short-range goals for the Cadet Catholic Parish. 2. Maintains continuity folder for the Catholic Cadet Parish Council, to include agendas and minutes for each meeting. When requested, attends these meetings to provide information that will assist members in their deliberations. 3. Coordinates with facility manager, for Catholic program events, worship, and ceremonies to include: religious education programs (SPIRE), reconciliation services, holy day worship services, Lenten observances (such as Stations of the Cross, adoration and benediction, and evenings of special devotion), parish picnics/socials, and special events. 4. Compiles and presents each Catholic Sunday bulletin for review by the Catholic chaplain, Director of Catholic programs according to the deadline set by the HCX Administrative Assistant. 5. Provides Administrative support to the Catholic chaplain in preparing bulletins programs for funerals, memorial services, and baccalaureate services. 6. Monitors and tracks the Chapel Tithes and Offering Fund (CTOF; Catholic only) spending to ensure compliance with the budget approved by the Pastoral Council and the Catholic Account Manager. Provides budget history and recommendations to the Pastoral Council and the Catholic Account Manager in preparing annual CTOF budget for the Catholic Cadet Program. 7. Prepares CTOF Fund Request Forms as approved by the Catholic Chaplain, Director of Catholic Programs. Submits timely Funds Requests to the Cadet Chapel CTOF Account Technician to ensure timely fulfillment to these Fund Requests. 8. Maintains all sacramental records for the Catholic Cadet Program; notifies the Archdiocese for the Military Services and relevant parishes receive notice of all sacramental rites conducted at the USAF Academy Catholic Cadet Chapel; conducts necessary correspondence and accurate information is recorded; maintains records of sacramental preparation completed by those preparing to receive Baptism, Eucharist, Confirmation, and Matrimony; and completes and submits the chaplains’ quarterly reports to the Archdiocese for the Military Services. Also includes maintaining pre-marriage records for submittal to the Archdiocese. 9. Maintains a current, updated e-mail address database of Catholic cadets for the use by Catholic Chaplain, Director of Catholic Programs, Cadet Catholic Parish Council Officers and lay leaders. 10. Provides administrative support for the Catholic Chaplain, Director of Catholic Programs to coordinate, recruit/document leadership, and maintain records for the following programs: a) SPIRE (Special Programs in Religious Education) b) Training and scheduling for Liturgical Ministries (acolytes, LEMs, lectors, ushers) c) Sacramental Preparation and RCIA (Rite of Christian Initiation for Adults). Tracks those cadets participating in RCIA and enhances communication with the appointed RCIA coordinator. d) Social Outreach Programs – soup kitchen, Habitat for Humanity, etc. Maintains file with contact numbers and cadet History for participating in such projects. e) Retreats (TEC, Kairos, Doolie, and Firstie Getaway) and spiritual renewal programs. May be required to serve as a Project Officer (examples: Rome pilgrimage and Doolie Retreat). In this regard, oversees registrations, payments, responds to inquiries, and creates a working folder. Submits and files history reports (after-action-reports) for future reference by the Catholic Chaplain, Director of Catholic Programs. f) Liturgical environment and decoration within the Catholic chapel. Maintains up-to-date file on purchase, warranties, liturgical supply catalogues. 11. Conducts himself/herself in a professional appearance commensurate to the office. 12. Contractor will work approximately 20 hours per week. Duty hours will be agreed upon by the Catholic Chaplain, Director of Catholic Programs and the contractor. Contractor must understand that because of the nature of the operations here at USAFA many activities are held on weekends and evenings, and the Catholic Chaplain, Director of Catholic Programs may request that the contractor attend such activities.
