Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) 127188 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The Standard Industrial Code is 5045, (NAICS Code is 443120) with a Business Standard of $7.5millions of dollars. This contract action will result in a Firm Fixed Price - One Time Buy Contract. The Federal Bureau of Investigation has a requirement for one (1ea) Advanced set of Video Forensic Toolkits for the High Definition Stand Alone Computer Platform, that must meet or exceed the following specification: frame interleaving (to building concatenate a video frame out of its exact video field); demuxing to extract a specific camera from the clip's sequence; tracking an object through a video sequence to include an object moving in/out of a panning camera while changing size and minor axial translations; identifying dropped frames from a demuxed camera sequence; alignment/fusion of fields to eliminate inter-field motion; incorporate the signalscape image stabilization caused by predicted camera motion; incorporate the Signalscape frame averaging; incorporate a lookup table of each frame bitmap values, luminance and RGB; incorporate the linear motion and out-of-focus deb-blur deconvolutions using slight changes in motion of the mouse to effect parameter changes; provide an n by n set of deconvolution sharpen, blur, and Laplace filters to simultaneously effect filer change with subtle movements of the mouse's x,y,z coordinates; the effects shall work globally over the entire image frame or locally over a user-defined area of interest; the area of interest shall be robust to alter its shape from a square, rectangle, circle, to an ellipse including rotations along a defined line and adjustment of video level: gain-contrast-gramma. Due to security requirements, Federal Express, D.H.L., ETC., deliveries for the FBI Headquarters facility are now received at an off-site location. Therefore, the normal response time of 15 days has been extended to 20 days. Offerors are hereby notified that if your offer is not received by the date/time sent and at the location specified in this announcement, it will be considered late/non-responsive in accordance with FAR 52.215-1. FAR provision 52.212-1 Instructions to Offerors-Commercial Items (October 2000); FAR Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2004), shall be completed and returned with the offer. FAR Provision 52.212-2 Evaluation-Commercial Items (Jan 1999), offerors will be evaluated and award will be made to the responsive, responsible offeror submitting technically acceptable offer, lowest price and considering Past Performance information which shall include the same or similar products sold to at least three of your most recent customers within the last three years, stating the company name, point of contact, address, and telephone number, and meeting all the terms and conditions set forth in this solicitation. This solicitation includes by reference, FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2002); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (May 2004); Offerors may download the RFQ by accessing the FedBizopps website at www.fedbizopps.gov.
