Description

The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to TRADOC Program Integration Office (TPIO), Battle Command (BC), for Battle Command functional capabilities and integration support related to issues associated with Software Blocking (SWB) block 2 responsibilities. The tasks are technical administrative, including updating and expanding Battle Command Common Operational Architec ture (BCCOA) OA products; analyzing new transformation structures to determine impacts on Battle Command functional and informational requirements; incorporating new army structures into the SWB test products; conduct gap analysis of consecutive SWB b locking requirements; support TPIO BC s in conducting and controlling configuration control over the SWB test products; (optional) SWB block 3; and (optional) SWB block 4. All interested contractors RFP proposals will have to address all areas of their expertise listed in this requirement. The contractor personnel shall meet the following experience qualifications: the skill sets to build and develop quality OA products. T he minimum required qualification: highly proficient skills in using the Popkin architect tool called System Architect?, ACCESS, Macro generation, Ms Word, Excel, and the transfer of BPwin/ERwin products to and from the Popkin tool; with the DoD Framework Document, CADM, AUTLs, UJTLs, FM 1-0, FM 3-0, FM 6-0, AV 2010, JV2010, JV2020, ABCS CRD, ABCS CS ORD, and the 44 Commanders Needs; with the ABCS 6.4 architecture, the ability to transfer data to and from the ABCS 6.4 system architecture staff, SWB Block 1 architecture, and the GE functional requirements; and in the testing environment at the CTSF, Ft Hood, TX This is a follow-on requirement to a contract previously issued to DESE Research Inc. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualified respondents. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541690, and SIC code is 8748. The contractor shall provide support for TPIOs SWB requirements. All responses will be considered for inclusion in the distribution list. Responses should be by email to the address below. Responses must include a brief proof of the contractors ability to provide support to TPIO BC for SWB 2 including performance info rmation and references on the contractors abilities. The response should also provide GSA schedule information. RFP responses will include contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses mu st be received at Robert.knopp@leavenworth.army.mil no later than 4:00 p.m. CST, on 27 AUG 04. All appropriately supported responses will be provided the RFP and SOW for preparation and submission of a proposal.
