- The purpose of this Sources Sought/Market Research is to identify potential sources capable of providing LEAN Six Sigma training and Master Black Belt support . Please provide cost estimates, program information and availability for training and certifying employees at the green and black belt levels at the Rock Island Arsenal, Rock Island, Illinois. Also, provide cost estimates for having a Master Black Belt who would oversee our black belts with the goal of developing an internal Master Black Belt at the Rock Island Arsenal.
