- Arcata Associates, Inc. (Arcata) intends to issue a Request for Proposal (RFP) AAI020410-04-001 on behalf of the Western Aeronautical Test Range (WATR) of the National Aeronautics and Space Administration (NASA), Dryden Flight Research Center (DFRC) for the procurement of a Transportable Range Acquisition System (TRACS) on or about 24 September 2004. Proposals are due on or about 1 November 2004. The WATR operates and maintains various systems and subsystems for gathering data for space flight and aeronautical mission support. The WATR is looking for innovative ways to reduce the number of ?high value/high cost assets? currently used to communicate with research vehicles. Arcata will be conducting a solicitation to replace multiple, individual range instrumentation systems (i.e. telemetry (TM), voice communications, Flight Termination System (FTS) & optics pedestals) with a single, transportable, multi-purpose tracking system that incorporates all of these capabilities. This system will be referred to hereafter as TRACS. The various subsystems (TM, radar, voice communication, FTS, etc.) will have to operate simultaneously, separately, or in various combinations as required for mission support. The system will provide a high level of software control for pre-mission setup and calibrations, mission support operations, and system diagnostics. This will include a remote control capability that will allow the operators of the system to be located in a facility several miles from the system. The goal of this solicitation is to procure a system to reduce operational costs to WATR customers. The RFP will provide the specifications for performance, function, documentation, acceptance testing, and operator training for TRACS. A draft RFP will be issued on or about 6 September 2004 with questions/comments due by 20 September 2004. No bidders conference or site visit will be held at this time. All responsible sources shall be considered. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/DFRC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=24. It is the perspective offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. All technical questions must be submitted in writing by e-mail or by FAX. Telephone questions will not be accepted. Potential offerors are reminded that this is not a request for proposal and that no solicitation exists at this time. The final RFP for the TRACS system will be issued on or about 24 September 2004 with a proposal due date of on or about 1 November 2004.
