Description
SUBJECT: HIGH TEMPERATURE SPLIT-TUBE FURNACES FOR ELEVATED TEMPERATURE TENSILE TESTING. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. PROPOSALS ARE BEING REQUESTED. Responses shall reference :Request for Quotations??? No. DE-RQ26-04NT40809 The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following (to be delivered to the U.S. Department of Energy, Albany Research Center, 1450 Queen Ave SW, Albany, OR 97321): High Temperature Split-Tube Furnaces for Elevated Temperature Tensile Testing. 3 Each. All of the following specifications for the three (3) Split Tube Furnaces must be met: These furnaces will be used for elevated temperature tensile testing using universal testing machines. The three furnaces must be independent units capable of operating separately from each other, and therefore need separate mounting brackets, furnaces, and controllers. The following are minimum specifications that the furnaces must meet. Each furnace must meet the following specifications: 1. Must be of a split tube design with hinges rated for heavy duty service. 2. Inner diameter must be at least 3-1/2 inches in diameter. 3. Outder diameter must be no larger 12 inches. 4. Length should be at least 12 inches but less than 20 inches. 5. Must have side entry cut for inserting extensometer. 6. Elements must be rated for continuous service at 1200 degree C. 7. Elements must be embedded and/or isolated to prevent damage due to sample failure. 8. Furnace must be of three zone type with independent control for each zone. 9. Center zone must be at least 4 inches in length. 10. Furnace to be powered by 230 VAC, single phase, 60 hertz. 11. Thermocouples (type K preferred) must be mounted in each of the three zones and must be matched to a controller within the three zone programmable controller unit. 12. All fixtures and brackets necessary to mount furnace to universal testing machine must be provided. 13. Insulating end caps to clamp around pull-rods to minimize heat loss. 14. Viewing port capable of sustained use at 1200 degree C. 15. Three zone programmable controller unit must be capable of: a. Coordinated operation between the three zones. b. Programmable with at least 4 ramp/dwell segments. c. Installed in stand-alone cabinet (as per introductory paragraph above, each furnace, control panel, and mounting bracket assembly(s) must be an independent, stand alone system, to allow operating on different Universal Testing Machines in different locations.). 16. All cables, wires, fittings, adapters, and thermocouples necessary for mounting to testing machine and operating. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on September 10, 2004.
