Description
The Food and Drug Administration intends to award a Purchase Order on a sole source basis to MTS System Corporation for a repair and upgrade of a MTS 493.82 Flex Test SE Two Channel Chassis Servo-Controller that is needed for a planned bone cement study. The existing MTS model 858 Bionix two channel load frame will be upgraded from the old obsolete server controller system, to a new supported and repairable two-channel digital controller with real-time closed loop control. The upgrade includes; auto zero, bumpless start, hydraulics ON mode-switching, graphic color display, scope specific for tuning, command and active feedback traces shown in different colors, meters providing digital displays of specified measurements, capability of saving and restoring PID tuning settings, function generation of monotonic ramps and cyclic waveforms using sine, square and triangular shapes, adaptive controls compensation of peak-valley and null pacing, system capable of interlinking without automation to run multi-channel cyclic monotonic tests and a master/slave arrangement. The system also includes; signal conditioners (5), analog input, valve driver (2), PC automation, multipurpose testware, cable kit; and system calibration. The upgrade is a complete turn-key upgrade per quote WW9795, which includes a MTS standard computer with associated hardware needed to properly operate the system. An award will be made in ten (10) days from the date of this notice. This is not a request for quotes; however, sources may submit descriptive literature, which fully demonstrate their capabilities, which will be considered by the agency. This sole source procurement is being awarded as a simplified acquisition in accordance with FAR Subpart 13.5.
