Description
The Health Resources and Services Administration (HRSA) intends to negotiate under FAR Part 13 SIMPLIFIED ACQUISITIONS PROCEDURES on a sole source basis with The Family Violence Prevention Fund, 383 Rhode Island Street, Suite 304, San Francisco, CA 94103-5133 This acquisition is for services to develop and provide technical assistance to 13 of the combined 103 Multiple Behavioral Risk Factor grantees, Family Violence grantees and Health Start Programs overseen by the Maternal and Child Health Bureau?s Division of Perinatal Systems and Women?s Health (DPSWH), HRSA. The technical assistance (TA) shall be provided to enhance the capacity of providers to screen for and educate their clients about family violence and to improve linkages between screening sites and community-based intervention programs for women experiencing family violence during or around the time of pregnancy. Of the 13 sites that receive TA, a maximum of four (4) may have also received TA in 2003-2004 through the MCHB TA Contract. The technical assistance provided shall include the following four components: (1) A technical assistance written needs assessment prior to site visit, (2) Developmental of a technical assistance plan for enhancement or provider capacity to screen and for effective linkages between perinatal domestics violence screening sites and essential community intervention programs, (3) Two-three days of on-site technical assistance (TA) to implement the technical assistance plan, and (4) Follow-up phone and or electronic consultation to each site that receives TA. The FVPF is the only organization with extensive experience working with diverse populations including African American, Filipino, Latino and recent immigrants, which mirror the populations serviced by the DPSWH grants. The FVPF is recognized leader in developing partnership between health care, criminal justice, employers and publics assistance programs and has developed several propriety materials that directly relate to the technical assistance needed to enhance linkages between screening sites and community-based inventions programs for women experiencing family violence during or around the time of pregnancy. FVPF is the only organization with the experience, proprietary materials and diversity of experience that is able to provide deliverables at a rate that eliminates development of completely new needs assessment, training, and evaluating materials that have not been previously evaluated in the grants served by DPSWH. FVPF is the only vendor with the breadth of expertise to effectively tailor technical assistance to each grantee as well as substantially reduce duplication of costs by utilizing proprietary tools in the delivery of technical assistance.Any other organization that attempts to develop this type of proprietary material and diversity of expertise would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would be recovered through competition, therefore, the Family Violence Protection Fund, is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 ( c ), (1) as set forth in FAR 6.302-1.
