- Description
- The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) have a requirement to purchase an Affymetrix GeneChip? Instrument System from Affymetrix, 3380 Central Expressway, Santa Clara, CA 95051. This system is needed to continue on-going lab research. The Affymetrix GeneChip? Instrument System is a fully integrated instrument system enabling analysis for gene expression, genotyping, and mutation detection. The following specifications shall be included in the system: The system is composed of the following components: GeneChip? probe arrays, the Affymetrix? Genechip? Scanner 3000, Fluidics Station 450, 640 Hybridization Oven, Micro Array Suite, MicroDB?, Data Mining Tool, LIMS and other supporting software packages, service and technical support, and selected reagent offerings. Affymetrix high-density probe arrays offer information densities as high as 106 per cm2. This high-density feature is unique to Affymetrix and covered by patents, USP Nos. 5,445,934 5,744,305 and others. Affymetrix sells, from inventory, more than 20 different GeneChip? probe arrays covering expression analysis of organisms including human, rat, mouse, drosophila, Arabidopsis, E.coli, and yeast. The range of organisms, information density for arrays and broad selection of microarray product are unique to Affymetrix. Affymetrix can develop custom probe arrays for any organism where sequence is available. GeneChip? probe arrays perform quantitative and simultaneous monitoring of thousands of genes and EST?s. Common analysis procedures are covered by USP Nos. 5,871,928 6,040,138 6,197,506 and others. Affymetrix photolithography manufacturing technology enables consistent reproduction of probe array designs and reduces variation inherent in less sophisticated array manufacturing technologies. This feature is unique to Affymetrix and covered by patents USP Nos. 5,424,186 and 5,510,270 and others. The GeneChip? probe arrays contain a fixed volume reaction chamber, which provides for automated and consistent hybridization of samples to the array. The cartridge housing the probe array is unique to Affymetrix and covered by USP Nos. 5,945,334 and 6,140,044. Affymetrix GeneChip? probe arrays contain multiple unique probes designed to be Perfect-Match (PM) 25-mer oligonucleotide probe pairs to represent each mRNA transcript (full-length gene or EST cluster). The also include multiple probes designed to be Mis-Match (MM) probe sequence representations with a purposely-incorporated homomeric mismatch to enable identification of cross-hybridization induced signal. This feature is unique to Affymetrix and covered by patent USPN 5,527,681. Additional control sequences typically include hybridization controls, Poly A controls, and housekeeping genes. Affymetrix specific probe selection strategy enables investigators to distinguish between highly homologous sequences, and those of closely related genes of the same family. GeneChip? probe arrays offer sensitivity enabling identification of 2-fold or greater levels of change in expression levels, and detection of as little as 1 mRNA transcript in a complex mixture of 100,000, equal to approximately 3-5 mRNA transcripts per cell. Affymetrix has broad patent coverage for data mining, providing a probe design database and a bioinformatics database in US Patent Numbers 6,185,561 6,188,783 and 6,229,911 respectively. Various levels of Service and Software Maintenance Plans for GeneChip? systems are available, including on-site service and support from Affymetrix. The Institute intends to purchase this equipment by other than full and open competition from Affymetrix. To the best of the Governments knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify in writing their interest with a capability statement to the Contracting Officer prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-04-328 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 21, 2004. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-8261. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 773, Bethesda, Maryland 20817 Attention: Diana Ly.
