Description
The U.S. Geological Survey, Western Region Branch of Acquisition and Grants (USGS) intends to issue a modification increasing the scope of task order # 02023W7118 under contract # 02WRCN0023 to the Environmental Careers Organization (ECO), located at 30 Winter Street, Boston, MA 02108-4720. This action is to procure the professional managerial services of ECO, a non-profit organization, to provide the personal services of a student sciences intern under the authority of P.L. 106-113. Under this authority, only non-profit organizations and accredited institutions of higher education may provide such services. ECO is the only source that has expressed interest in the USGS Western Region's program, and the current employer of the student sciences intern in question. Therefore, ECO is the only known source that can meet the Government's existing need to extend the term of service of this student sciences intern. This notification is provided to the public notwithstanding the prohibition at FAR 16.505(a)(1) that "The contracting officer does not synopsize orders under indefinite-delivery contracts." Contract 02WRCN0023 has reached its maximum, and the proposed modification to task order 02023W7118 is considered a "contract action" as contemplated in FAR 5.001 as "actions for additional supplies or services outside the existing contract scope". Because the aggregate value of this task order, including this proposed modification, will not exceed the simplified acquisition threshold, the procedures of FAR part 13 apply. Thus, as discussed above, the Government intends to award this action to ECO on a sole-source basis as "the circumstances of the contract action deem only one source reasonably available", pursuant to FAR 13.106-1(b)(1). Interested and qualified concerns who believe they can satisfy the Government's need shall deliver a capabilities statement to this contracting office no later than 5:00 P.M. on Monday, 06 September 2004. The contracting officer shall evaluate submissions to determine if competitive opportunities exist. THIS IS NOT A REQUEST FOR QUOTATIONS; NO WRITTEN SOLICITATION WILL BE ISSUED AT THIS TIME. This notice may represent the Government's only official notice of this action. This notice and any resulting modification conform to the requirements in place through FAC 2001-24, dated 19 July 2004.
