- MODIFIED--26 AUG 04--The following Questions and Answers are hereby incorporated into the combined synopsis/solicitation referenced above: 1. Is the requirement for direct access to the Ebay database needed to obtain data that is not normally available by conventional means? For instance, names of bidders (IP addresses) offering to buy blackmarket goods? Yes. 1A. What types of data are expected from the Ebay interface other than the search criteria? IP addresses, user account names and other identifying information of the trader. 2. Is the database a direct copy of all Ebay and other search engines data, (unfiltered data)? No. The database should provide information that aids the Marine Corps in mitigating the illegal proliferation of organizational equipment on the black market. 3. Would the database only be populated by extracting hits of relevant search criteria from Ebay and other search engines? No, it is not limited to just this data. See answer 2 above. 4. Could further details be provided on the "Automatic batch shutdown notification to eBay? VeRO program"? Those details are proprietary to Ebay. 5. Regarding the statement "On demand history of customer activity log", does this refer to Ebay customers or USMC users of the search database provided by this project. This refers to USMC users of the database. 6. Is the overall intent of this project to reveal only blackmarketing individuals who are selling goods, or to capture information on both sellers and buyers of blackmarket goods. The desire is to capture as much information as possible. 7. Will the USMC help with negotiations to gaining access to eBay's servers? No. 8. Do our personnel involved with this project need security clearance? No. 9. How soon after contract award must the product be ready by? 45 Days. 10. Has the pilot project mentioned in the background section of the SOW been performed using USMC internal resources or was it done by an outside company? It was done by an outside company. 10A. If latter is true, would this company be allowed to bid on this contract? Yes. 11. Please clarify your requirement for Exclusivity of Application Programming Interface agreement with eBay. Did you imply exclusivity granted by eBay to the contractor or exclusivity granted to USMC by the contractor for the intellectual property developed during performance of this contract? Exlusivity granted by Ebay to the contractor. 12. If you meant agreement with eBay, would such an agreement need to be signed prior to submitting proposal or it can be done after award? Would need to be done as part of the proposal. 13. Please clarify your requirement for ?certificate of compliance?. A certificate showing an agreement with Ebay or other conditions/requirements outlined in the solicitation. 14. Are you aware of any company that may have such agreement already in place? Yes. 15. What is the anticipated award date? During September 2004. 16. Would you accept an electronic (via email) submission of the proposal? Yes. 17. Search engines index between forty and fifty percent of the web. Does the Marine Corps require the use of a separate crawler to collect information from websites not covered by search engines? That is for the offeror to determine and submit in their proposal. 18. Does the Marine Corps wish to capture sites potentially selling target items that are only enabled for short periods of time to avoid detection or being indexed by search engines. Yes. 19. Does the Marine Corps require the vendor to locate and isolate foreign language (i.e. Pashto, Dari, Farsi, Arabic) websites selling target items? That is for the offeror to determine and submit in their proposal. 20. Will the Marine Corps require additional information regarding in sites selling target times? (i.e. Registered owner, ISP hosting information, Unique monthly visitors, Network routing information)? That is for the offeror to determine and submit in their proposal. 21. Would the Marine Corps like to identify links from suspect sites selling target items to organizations, groups, NGO's potentially funding terrorism? That is for the offeror to determine and submit in their proposal. 22. Does the Marine Corps require the vendor to identify unsolicited email sources selling target items? That is for the offeror to determine and submit in their proposal. 23. Does the Marine Corps require the vendor to identify message board sources selling target items? That is for the offeror to determine and submit in their proposal. 24. Does the Marine Corps require the vendor to identify chat room sources selling target items? That is for the offeror to determine and submit in their proposal. 25. Are there specific characteristics or descriptors that differentiate the Marine Corps's items of interest (i.e. light weight helmet) from other items being sold online, or are you interested in getting any auction or e-commerce site selling these items (whether they are specific to the Marine Corps or not)? The Marine Corps will provide Standard Industry Codes (SICS) or other unitque identifiers of items that are of interest to us although we are open to suggestions from the offerors in their proposals. 26. The vendor is requested to administer action against unauthorized trading sites. What type of legal action is expected and to what extent will the vendor be involved in the process? Vendor may be required to pass information to the appropriate investigating agency. 27. For the purpose of evaluation, do the evaluation factors i. Technical, ii. Past Performance, and iii. Price have the same weight? If not what are the weightings? The evaluation factors are listed in descending order of importance. 28. For the purposes of evaluation, is price calculated by adding CLINs 1, 2 and 3. Yes. 29. Are daily deliverables required? Information should be available daily through a password protected web portal. 30. Do the daily deliverables include weekends? Yes. 31. The vendor has many terabytes of RAID Storage Cashe potentially available to the Marine Corps. Will the Marine Corps allow the vendor to dynamically allocate RAID storage cashe as needed? Yes. 32. Will the Marine Corps grant an extension of the August 30 deadline for submission of proposals? Yes. The deadline for submission of proposals has been extended to 1400 (2PM) Thu, 2 Sep 2004. 33. Are we liable if we miss some unauthorized activity and if so to what degree? No, but the government reserves the right not to award options based on performance. 34. Are we to search more that just EBAY auction sites and if so what? Yes, a search of as much of the internet as possible is preferred. 35. Does the 24/7/365 support need to be direct or can we use an on call system with a specified response time? Are you looking for a manned or a total software solution? It may be a combination of manned or total software but the 24X7X365 is required. 36. Can there be authorized selling of these items and how can we tell the difference? Yes there can be. We can assist in determining what is authorized over the course of the contract. 37. Do you have a sample report or at least column headers for the reports desired? No, the vendor should propose this. 38. Is there an incumbent? Who? and will be the successful bidder receive that incumbent's history and logs? No, there is not an incumbent for this exact effort. 39. Will there be a statement of work (SOW) issued? The SOW is in the solicitation. 40. Will you provide a list of wholly owned EBAY sites? No, Ebay will provide if they so choose to work with the vendor. 41. Will the batch email be electronic, snail mail or a combination? It can be a combination. 42. Must the data for the ad-hoc queries be real-time or can we have schedule data updates? You can propose either or a combination. 43. What metrics will be used to judge the contract? A combination of information made available to the Marine Corps and how useful this information is in controlling the illegal proliferation or our organizational property. 44. The documentation in FBO describes two methods by which a vendor can deliver a proposal. But it also makes note of proposals sent by conventional US Mail are not routed to the above mentioned address. Are we to assume that using another carrier besides US Mail will allow the proposal to be delivered appropriately? Proposal submissions may be hand carried, mailed or express mailed to Commanding General, MARCORSYSCOM, A/C Contracts-LYF, 2200 Lester St, Quantico, VA 22134. They may also be emailed to the Contracting Officer at frazierly@mcsc.usmc.mil. Emails cannot exceed 5MB because of firewall limitations unless divided into multiple emails. Note that the deadline for submission is 1400 (2PM) and emails should be sent accordingly to ensure a timely submission. 45. Can you describe the "services" as referenced being required 24x7x365? Does this speak to available contractors physically performing some or all of the required monitoring/analysis on eBay and Customer Support Services, or simply the portal by which information will be accessed? This is in reference to portal and information available to the Marine Corps to control the illegal proliferation of organizational property. 46. In addition to eBay and 250 search engines, are there other auction sites that should be considered when attempting to establish Exclusive API agreements? Or, can these be monitored/analyzed via web based interface? That is for the offeror to determine and submit in their proposal. 47. Regarding Inspection/Acceptance "at destination", what criteria is the USMC looking for to pass site inspection and if teamed, does the worked performed "at destination" have to be performed at the Prime's location, or can it be performed at the Sub's location? This means that the USMC customer should be able to access the portal and obtain the information requested in this solicitation 24X7X365. 48. I would like to know if there is an incumbent contract on the Internet Monitoring Service, SOL #M6785404R3101. If so, could you please provide the following information: contract number, contractor name, award date, expiration date, award duration, contract type, and total value. No, there is not an incumbent contractor for this exact effort. 49. Can you release the name of the organization or software that was used for the pilot project you reference? No. 50. Are you already working with a preferred vendor on this? Is this a new contract or a renewal? Just trying to assess our chances at this point. See answers to questions 48 & 49. 51. We have access to software that allows us to monitor eBay. What is an "Exclusive Application Programming Interface agreement"? This would be an agreement between the offeror and Ebay to exchange information that would be beneficial to the requirements in this solicitation. 52. What is the purpose of having the ability to search a minimum of 250 search engines? This is what the Marine Corps has established as sufficient. 53. Is the "USMC unique storage cache" a storage cache used exclusively for USMC, or is it something else? It is exclusively for the Marine Corps. 54. Does "execute subscription within 45 days" mean that this system has to be fully operational within 45 days (including the ability to search a minimum of 250 search engines)? Yes, fully operational in 45 days.
